Note: Equipment to be used in the project shall not contain any PCB. c) The Aim and Justification of the Project Transforming of buildings with open switchgear to the modular cubicle system and completing of unfinished connections between these buildings as a network with underground lines. Assembling of the LV network of the buildings that have been modified as a network with underground lines as well as transforming of the LV network at the route of intermediary connections to a network with underground lines. Transforming of the LV network with aerial lines at the city center where settlement plans have been completed to a network with underground lines. At the previously installed network in 1980s, buildings constructed under and the sides of the routes due to uncontrolled settlements without any protection foreseen within the Municipal development plans and thus the safety clearance required within the Regulation on Electrical Power Installations are ignored and violated. Failures in insulators and conductors on the aerial lines cause difficulties in supplying energy. Furthermore, it has been deemed that the shared LV-MV Network that has been installed at the same route and is required to be renewed due to expiry of its life cycle will be transferred to the underground. In this way, it is aimed to install the aerial electricity distribution networks as underground lines in order to solve the problems within the networks with aerial lines, to supply uninterrupted and continuous energy with a regular voltage and a stable frequency, to provide harmony with the environment, to decrease technical and non-technical losses, to prevent loss of human lives and assets, to decrease the cost of operation, and to provide positive assets to the country's economy. d) The Benefits of the Project The above mentioned project is not a new one but it is acceleration and expansion of the projects that have been partially implemented due to limited amounts of allocated budgets. The following issues shall be maintained with the implementation of this project: 1- The needs of all customer groups shall be met as the energy interruptions will be significantly decreased; 2- The amount of technical and non-technical losses shall be decreased; 3- The operation costs shall be decreased; 4- The sales shall increase as the energy that cannot be sold due to failures will be easily sold; 5- The rate of failure that may cause material and personnel losses shall be decreased and thus the indemnity costs that may be paid shall be reduced; 6- Visual pollution and the occupation of pavements shall be eliminated; 7- The life cycles of the equipment shall be increased due to the decrease in failures; 8- Penalty fees that must be paid in accordance with the Law on Electricity Market with the Issue No. 4628 shall be corrected and improved. 2- MEASURES PLAN This section of the report includes the "Measures Plan" that establishes the steps required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. Furthermore, the necessary measures shall be taken to ensure a safe flow of traffic in cooperation with the related agencies. These plans also specify the agencies and authorities responsible for taking the necessary steps. During the construction stage, TEDA (companies) shall supervise the performance of contractors in complying with the provisions of the Environmental Management Plan. To this effect, the contractors shall be required provide reports every three months, and on-site reviews shall be conducted when necessary. These progress reports to be received from the contractor shall be reviewed by the Distribution Company/Operation Directorate and the findings of the reports shall be compared with the own observations of the administration. As a result of the review, this Distribution Company/Operation Directorate shall communicate its recommendations to the Distribution Company, which will take action to put in place the necessary measures in line with these recommendations. In case of any report submitted to the World Bank regarding the project pursuant to the agreements, such reports shall mention the Environmental Management Plan as well. 6- MEETINGS WITH THE PEOPLE THAT WILL BE INFLUENCED BY THE PROJECT An announcement notice record was prepared for Manisa V and this notice was faxed to the public and civil institutions and authorities specified within the list of invited authorities on the date of 27 December 2005; the elected executive heads of various neighborhoods specified within the same list were also noticed with a written notice with the issue number 08 (50-74). THE PRESENTATION DELIVERED AT THE MEETING Resul Inci, our Director of the Provincial Directorate has delivered a detailed information about how the public might be affected during the works regarding the transformation of the LV lines aerial lines with 0.6/1 kV to underground lines and modifications to the distribution substations that have been planned to be implemented between the years 2006-2009 with the loan credit to be received from the World Bank within the scope of Manisa V project. He also expressed that the project aimed to supply and distribute energy with higher quality without any interruption of operation. QUESTION: Asked by Naci Arikan: I am residing at 75. Yil Neighborhood. Your project does not include our neighborhood. The works of natural gas will be commenced at our neighborhood and would it be better if TEDAS performs its works during this work of natural gas so that these infrastructure works will be performed at the same time? ANSWER: Replied by Resul Inci, President of the Provincial Directorate: Your neighborhood was included in our project but as the development plan has not been completed yet at your neighborhood, it was excluded within the scope of the project by TEDAS authorities. Furthermore, works of underground lines cannot be suitably performed at the places where the development has not been completed since in the event of any future modifications, changing the underground network means increased costs and more discomfort and annoyance to the environment. QUESTION: Asked by Necati Ince: Street lamps at our neighborhood are not working especially in winters and will this project solve this problem? ANSWER: Replied by Resul Inci, President of the Provincial Directorate: As the lighting network will be constructed within the scope of this project, no streets will be left without lighting. Since there is an overload from the network due to winter conditions, phase conductors contact with the street lighting phase conductors in many places causing the breaking of fuses. As a result of this project, cross section of conductors will be increased and the effects of physical conditions will be minimized as the network will be the one with underground lines. In this way, there will not be any street without lighting and any electricity outages. QUESTION: Asked by Fikret Pamukcu: We experience electricity outages very frequently at Sakarya Neighborhood. What is the reason of these electricity outages? ANSWER: Replied by Resul Inci, President of the Provincial Directorate: The modification and improvement of the two building type transformer substations installed at Sakarya Neighborhood are included within the scope of the project. Your problems with the frequent electricity outages will be solved as the distribution of loads will be balanced at your neighborhood and the surrounding areas as well. QUESTION: Asked by Niyazi Sarol: The public transformer is too old and the all houses of Nisancipasa Neighborhood are being supplied with this transformer. Will you do something for this issue? ANSWER: Replied by Resul Inci, President of the Provincial Directorate: The modification of the mentioned transformer is not included within the scope of this project but its modification will be completed next year within the scope of another project. A Pole type transformer has been recently put into operation at your neighborhood but the aerial line cannot be installed since the LV part is not convenient for the safety clearances. The assembly of this line has been considered to be performed within the scope of this project. As soon as we complete the assembly of the line, your problems will be solved to a great extent. QUESTION: Asked by Ziya Bilgin: We have a primary school our neighborhood. Will you take measures to protect especially children during the excavation works? ANSWER: Replied by Resul Inci, President of the Provincial Directorate: We always require the contractor to take all security measures during the performance of the excavation works. Cable ducts will not be very long as this works is mainly on low voltage network. For this reason, the ducts will not be remaining open for a long period. And a safety line will be always available alongside the ducts during the time they are open. Much care and importance will be given to take such measures nearby schools as well. QUESTION: Asked by Hasan Cakmak: Will there be again dust, earth and noise during summer time? ANSWER: Replied by Resul Inci, President of the Provincial Directorate: These works will continue for 3 years so we will work both in summer and winter; but, the works will be more intense during summer time. The debris due to the excavation of ducts will be immediately transferred during our works within the city and we will fill the ducts with aggregate material. This will provide fewer blockages to the roads and less dust as well. However, it is not possible to eliminate dust completely. If our citizens help us by informing us of any problem during the works, our works will be of course more productive. As a result of the meeting, it was understood that majority of people were in general complaining of the energy outages and they were informed that these energy outages would be minimized by assembling a network with underground lines. Considering the need of the public for a qualified and uninterrupted electricity power supply, it has been mutually agreed and discussed between the authorities of GEDIZ EDAS and the participants that the project to be implemented would swiftly change the City of Manisa that has already experienced great economical and social developments and transformation.
