Re:  Amendment to the Administration Agreement for Moldova Regional  
Development and Social Protection 
(Grant No. TF094952) 
 
We refer to the Administration Agreement between the European Community, 
represented by the Commission of the European Communities (“the Commission”) and the 
International Development Association (“the Association”) dated September 19, 2008 (the 
“Administration Agreement”). 
 
The Association hereby requests your agreement to amend the Administration 
Agreement, following the letter from the Minister of Finance of the Government of the Republic 
of Moldova (“the Recipient”), Veaceslav Negruta, dated April 1, 2010 requesting certain 
amendments to the European Community Co-financing Trust Fund Grant Agreement No. 
TF094952 (the Grant Agreement). 
 
We hereby propose an amendment to the Administration Agreement as follows:  
 
1. In 
Annex I
,
Section of “Grant Components”, 
Component 4
 – “Orhei Wastewater 
Treatment Plant” is amended as follows: 
 
1.1.  
Implementation Agency “Apele Moldovei” is replaced with “Ministry of Environment”. 
 
1.2. 
The Implementation Arrangements are modifies to read as follows (modifications are 
shown 
in italics
): 
 
“
Ministry of Environment (MoE)
 would be responsible for overall oversight and 
management of the Project. A Project Implementing Unit (PIU) would be responsible for 
the day-to-day management of the Project, in accordance with an operational manual.” 
 
2. 
All other provisions of the Administration Agreement shall remain unchanged.

Please confirm your agreement to the foregoing amendment by signing, dating and 
returning to us the enclosed copy of this letter. This amendment shall become effective as of the 
date hereof, upon receipt by the Bank of the copy of this amendment letter countersigned by you.
