The 39 active subprojects have helped improved, to varying degrees, the functional capacity of numerous government agencies that support environmental management in Laos. However, performance of individual sub-projects remains uneven. The National University of Laos (NUOL) and Provincial Agriculture and Forestry Offices (PAFO) sub-projects continue to maintain their high performance. Areas that are lagging include subprojects aimed at strengthening capacity for wildlife law enforcement, where improvement is still needed in interagency cooperation and the investigation, reporting, and prosecution of illegal activities. Another area that still needs strengthening is protected areas management in two key national parks, including delays in disbursing conservation livelihood development grants to 67 villages within or bordering the protected areas. One reason for these delays are travel and meeting restrictions due to Covid-19, as well as the onset of the 2020 wet season. All PA subprojects except the NEPL NPA subproject (approved in December 2018) have contributed to the actual increase in the METT score. Comments: However, it should be noted that METT scores are inherently subjective and the large improvements reflected in the current actual value are based on the scores reported in the PAs own self-assessments.
