Fifth Amendment to Letter Agreement
Dear [Mr. Toman]:
1.    We refer to the Letter Agreement dated December 2, 2014 between Czech Republic,
acting through its Ministry of Foreign Affairs, on the one part (the "Donor"), and the
International Bank for Reconstruction and Development and the International Development
Association (collectively, the "Bank"), on the other part, as amended to date (the "Letter
Agreement"), pursuant to which the Donor, has made available to the Bank grant funds for the
purpose of contributing to the multi-donor Afghanistan Reconstruction Trust Fund ("ARTF").
2.     We acknowledge the intention of the Donor to increase its contribution to the ARTF by
an additional twenty million Czech Koruna (CZK20,000,000) (the "Additional Contribution").
3.     Without prejudice to the provisions of paragraph 7(a) of the Annex to the Letter
Agreement, we acknowledge the Donor's expression of preference, as set out below:

The Bank will use its discretion to ensure that the Additional Contribution supports the
preference expressed by the Donor under the ARTF.
4.     Promptly following confirmation of this amendment to the Letter Agreement by you, the
Donor will deposit the Additional Contribution, i.e. twenty million Czech Koruna
(CZK20,000,000) into a bank account designated by the Bank. When making a deposit, the
Donor shall instruct its bank to include in its deposit details information (remittance advice) field
of its SWIFT deposit message, information indicating: the amount deposited, that the deposit is
made by the Donor for No.TF050576 (the Afghanistan Reconstruction Trust Fund), and the date
of the deposit (the "Deposit Instructions"). In addition, the Donor shall provide a copy of the
Deposit Instructions to the Bank's Accounting Trust Funds Division by e-mail sent to
tfremitadvice i)worldbank.org or by fax sent to (202) 614-1315. Upon receipt of the funds, the
Bank shall convert them into United States dollars.

5.     All other terms of the Letter Agreement that are not hereby amended shall remain in full
force and effect.
6.     We propose that this amendment to the Letter Agreement shall, upon confirmation in the
manner indicated below, constitute an agreement between the Donor and the Bank. This
amendment to the Letter Agreement shall become effective upon signature by both parties hereto.
It is the Bank's policy to make publicly available the Letter Agreement and any information
related thereto, including this amendment. By confirming below, the Donor consents to disclosure
of this amendment letter after it has become effective.
