Since April 2016, the project has achieved yet another central level disbursement linked indicator (DLI) milestone valued at US$ 1 million. Three states, namely, Chhattisgarh, Madhya Pradesh and Rajasthan have achieved two DLI milestones each, while an additional two states, namely, Andhra Pradesh and Bihar have achieved one DLI milestone each. These state level achievements have triggered an additional disbursement of US$ 14.1 million. The results based approach of the project has strongly focused attention and commitment of the Ministry of Women and Child Development and the project states to fast track implementation progress. The project states of Madhya Pradesh, Chhattisgarh and Andhra Pradesh with the state of Rajasthan recently joining ranks, continue to be at the forefront of strong project implementation. 10/17/2016 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report India: ICDS Systems Strengthening & Nutrition Improvement Program (ISSNIP) (P121731) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Substantial  Substantial Macroeconomic  --  Moderate  Moderate Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Substantial  Substantial Institutional Capacity for Implementation and Sustainability  --  High  High Fiduciary  --  Moderate  Moderate Environment and Social  --  Moderate  Moderate Stakeholders  --  Substantial  Substantial Other  --  --  -- 10/17/2016 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report India: ICDS Systems Strengthening & Nutrition Improvement Program (ISSNIP) (P121731) Overall  --  Substantial  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Pregnant/lactating women, adolescent girls and/or children under age five-reached by basic nutrition services (number) (Number, Core) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 34590888.00 53239055.00 36320432.00 Date 31-Dec-2015 29-Feb-2016 30-Sep-2016 31-Dec-2017 Comments Increasing trend to be seen (at least 5% increase over baseline) Pregnant and Lactating Women: 9977758 Children 0-3 years of age: 25770400 (Data from Rajasthan is not available) Children 3-6 years of age: 17464351 Adolescent Girls: 26546 (Data only available for July 2016 from Rajasthan) PHINDPDOTBL  Children under the age of 24 months benefiting from improved infant and young child feeding (IYCF) practices (number) (Number, Core Breakdown) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 25770400.00 27058920.00 Date 31-Dec-2016 29-Feb-2016 30-Sep-2016 31-Dec-2017 PHINDPDOTBL  Female children under the age of 24 months benefiting from improved infant and young child feeding (IYCF) practices (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 45.00 47.25 PHINDPDOTBL  Percentage of targeted AWCs reporting key nutrition and service delivery indicators using ICT systems every month for the last 3 mon ths (Percentage, Custom) 10/17/2016 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report India: ICDS Systems Strengthening & Nutrition Improvement Program (ISSNIP) (P121731) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 60.00 Date 31-Dec-2015 29-Feb-2016 30-Sep-2016 31-Dec-2017 Comments This indicator is due only by December 31, 2017 PHINDPDOTBL  Percentage of project districts that have implemented the “incremental capacity building” system (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 73.00 80.00 Date 31-Dec-2015 29-Feb-2016 30-Sep-2016 31-Dec-2017 PHINDPDOTBL  Number of project states in which “convergent nutrition action plans” have been developed by the district convergence committees in at least one district (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 6.00 Date 31-Dec-2015 29-Feb-2016 30-Sep-2016 31-Dec-2017 Overall Comments Of the four PDO indicators, the project has demonstrated an increasing trend for PDO indicator 1 and its supplemental indicators. [Please note that ICDS MIS captures data for Children 0-3 years benefiting from IYCF practices instead of the Bank core breakdown indicator "Children under the age of 24 months benefiting from improved infant and young child feeding (IYCF) practices (number)". Hence, data for children 0-3 years is reported against this indicator. Also, gender disaggregated data is available only from the states of Bihar, Jharkhand, Madhya Pradesh and Maharashtra. For the remaining states female children beneficiaries have been calculated based on averages demonstrated by states where gender disaggregated data is available.] Data on two indicators is not due till December 2017; however, all project states are in advanced stages of finalizing their innovations pilots to be implemented as part of the convergent nutrition action plans. For the PDO indicator tracking implementation of incremental capacity building system, despite data from the state of Uttar Pradesh lacking, the Independent Verification Agency has verified that at least 73% of project districts have implemented the ILA program with roll out of at least three modules at district and block levels as of August 2016. This is reflective of both an addition of beneficiaries from the state of Rajasthan (which was not included in the previous ISR) as well as a potential increase in coverage of beneficiaries. 100% of district resource groups have been trained to implement the incremental capacity building system. 20485 front line workers have been trained through the project in the incremental capacity building program. Despite data from UP (accounting for 25% of project districts) pending, 70% of AWCs in project districts have conducted at least 5 community based events in the last six months.
