Amendment to Administration Arrangement
between the Ministry of Foreign Affairs of Norway (Donor) and
International Development Association (IDA) concerning the
Multi-Donor Trust Fund for Zimbabwe (TF No. 071603)
Dear Ambassador Stofring,
1.    We refer to the Administration Arrangement between the Ministry of Foreign
Affairs of Norway (the "Donor") and the International Development Association
(the "Bank") concerning the Multi-donor Trust Fund (MDTF) for Zimbabwe (TFO71603)
(the "Trust Fund") effective on January 20, 2009, as amended (the "Administration
Arrangement").
2.    Pursuant to recent discussions between the Bank and the Donor, the Bank
proposes to amend the Administration Arrangement to read as follows:
3.    Section 4 of Annex 1 to the Administration Arrangement is amended to read as
follows:
"Section 4.  Categories of Expenditures
Bank-executed Activities: The Contribution funds may be used to finance the
following categories of expenditures for Bank-executed Activities: World Bank
staff supporting the Secretariat's program administration and management
functions (including task team leaders supervising activities under the Trust Fund)
including direct, indirect and sustaining costs, as well as field benefits, of such
staff related to such work, consultants' fees, extended term consultants, temporary
staff costs, contractual services, associated overheads, travel expenses, leasing of
equipment, and media and workshops.
Recipient-executed Activities: The Contribution funds may also be used to
finance goods, works, services, training and operating costs provided under
Recipient-executed activities.  The flow  of funds would remain outside

Government systems and a direct payment method to third parties will be used for
disbursements."
4.    Section 8.1 of Annex 2 to the Administration Arrangement is amended to read as
follows:
"8.1. It is expected that the Bank will fully disburse the Original Contribution
under TF070941 by March 31, 2014 and the Supplemental Contribution under
TFO71603 by December 31, 2014. The Bank shall only disburse Contributions
for the purposes of this Arrangement after such dates with the written approval of
the Donors.
5.    All other terms of the Administration Arrangement will remain the same.
6.    The Bank will disclose this Arrangement and related information on this Trust
Fund in accordance with the World Bank Policy on Access to Information. By entering
into this Arrangement, the Donor consents to disclosure of this Arrangement and related
information on this Trust Fund.
7.    We propose that this letter shall constitute an amendment to the Administration
Arrangement between the Bank and the Donor. Please confirm your acceptance to the
foregoing, on behalf of the Donor, by signing and dating the two originals, retaining one
original for your records and returning the other original to the Bank. Upon receipt by
the Bank of the original Amendment countersigned by you, this Amendment will become
effective as of the date of the countersignature.
