Significant advances have already been made in gaining stronger recognition of tenure rights in a number of districts, including two districts in which the governments have issued peraturan daerah, the regulatory mechanism for recognizing and protecting indigenous and local communities and formalizing their customary adat territories. Most of the 49 grant-financed subprojects that currently are being carried out by indigenous and local communities to strengthen capacity, enhance tenure security, and improve likelihoods, are on track. All of grievances are processed and 2 out of 3 are solved Comments: Overall Comments IR The Project is confirming the steady progress towards achieving its targets and project management performance is satisfactory. Three of the intermediate results indicator targets, particularly those related to tenure security and community participation (including women’s participation), have been exceeded. However, livelihoods-related indicators are not on track as most subprojects have focused on tenure security rather than livelihood elements. The team (NSC and NEA) has reviewed the selection criteria for the final round of calls for proposal to seek ways to encourage more proponents to submit livelihoods proposals. Subproject implementation by IPLCs is overall going well, albeit with some challenges, particularly due to internal and external factors, including those related to the general election in 2019.
