Progress continues to be made in a number of areas to strengthen program implementation Major steps have been towards achieving the Covenants Applicable to Project Implementation (to be completed by the June 2012, Mid-Term Review). The Review Mission also noted the continued constructive engagement of MoFED's COPCU through the Financial Management Task Force (FM TF) and welcomed the commitment of MoFED to review the Programme FM system. Transfers from Federal to Regional and from Regional to Woreda level were timely in EFY03 and further improvements have been made in the timeliness Page 1 of 8 The World Bank Report No: ISR3593 and quality of the financial reporting. Also good progress has been made with the procurement activities at federal level. The provision of transfers to PSNP clients, however, was later this year than in previous years. This was mainly due to other priorities at District level, like the preparations for the Public Disclosure Copy implementation of the Growth and Transformation Plan. The Government reconfirmed its commitment to delivering timely transfers, noting that the pace of transfers had been significantly accelerated. The May 2011 Mission observed that implementation is variable across program components and among Regions. To address this, it was agreed to reinvigorate the performance management system, which aims to improve the timeliness of information flows from woredas through to Regional- and Federal-level to inform management decisions, including the allocation of capacity building resources. The launch of the CIDA-financed Safety Net Support Facility (SNSF) is expected to complement this system and ongoing efforts to strengthen program implementation capacity, with significant benefits expected for regional and woreda-level capacity. The Government continues to take steps to strengthen the financial management of the Program. This includes measures to address short-term concerns while also devoting resources to building long-term capacity through systematic training and hiring of staff. While the Government continues to target very high rates of graduation from the PSNP, as detailed in the Growth and Transformation Plan, it has reaffirmed its commitment to an evidence-based process to identify those households that are food sufficient and thus ready to graduate. To support the implementation of this agreement, the November 2010 JRIS Mission outlined a process to simplify the current Graduation Guidelines. The Government has reaffirmed its commitment to implementing these agreements with the aim of producing a revised graduation guideline for Regions by November 2011. Concurrently, Development Partners and Government are taking steps to further strengthening program safeguards, drawing on the experience of other development programs in Ethiopia. The roll out of the new Household Asset Build Program (HABP) to woredas has been slow, with some aspects proceeding faster than others. For example, the identification of investment opportunities for households is ongoing but is not yet based on value-chain analysis and facilitation of market-based input supply is limited. In response, the Government will further strengthen its efforts to improve understanding of the HABP among technical audiences, service providers and implementing agents.
