This is due in part to endogenous factors, including cumbersome administrative and procurement procedures (e.g., it took over ten months to conclude contracts with UNOPS and FAO) as well as communication problems inside the PIU. Exogenous factors have also contributed, first of all insecurity, which prevents or retards work in certain areas (e.g., it has not been possible to start field work in one the strategic corridors in South Kivu). Progress by component is summarized below. Component 1: Community Development. Out of a total objective of 500 sub-projects by project end (June 2020), at least 159 have been completed, of which 63 in communities affected by forced displacement, and 61 are in progress. Completed subprojects include 82 schools, 34 health centers, 12 water and sanitation, 17 markets, 13 electrifications and one on rural transportation, reaching a total of about 861,943 direct beneficiaries. The number of subprojects executed in the last two years has averaged about 20 per year per province; to reach the intended target, the pace of implementation should almost double. In addition to the factors mentioned above, two other slow down implementation: (a) difficulties by the communities in putting together the required 10% contribution, and (b) excessively burdensome safeguards requirements. Component 2: Livelihoods and employment creation. After a long time to conduct studies and put in place all implementation elements (e.g., partnerships with specialized government entities, contracts with UN agencies and NGOs), all sub-components are finally active. Details by sub- component are below. • Urban public works. Works are ongoing in all targeted cities except the two added with the Additional Financing (Kisangani and Kalemie) and quotas for vulnerable groups have been exceeded. Over 2000 people have been employed and the first batches have already completed the training offered as an accompanying measure to facilitate long-term employment. • Rural public works. Rehabilitation of feeder roads has started in about one third of the targeted strategic. Training in labor-intensive techniques has been delivered to prospective contractors in the provinces added with the Additional Financing (Tshopo and Tanganyika), where works should start in about three months. Over 500 people have been employed and beneficiary satisfaction is palpable; e.g., in one case in North Kivu, farmers’ cost for transporting crops to the market has diminished by over 60%. • Sustainable livelihoods. Farmers’ groups have been established respecting gender quotas and improved seeds have been distributed to about 35% of the targeted number of households. Access to improved seeds, however, has not always been easy and the performance of partner government agencies has been uneven. Goats have also been distributed to 35% of the target households. Component 3: Capacity building. Conflict management training accompanies all community-based activities and is reinforced by active mediation by specialized PIU staff, with good results; conflict scans are conducted systematically, 173 local conflict prevention and management entities have been created or strengthened and 169 conflict resolution plans have been produced. Contractors and NGOs for Component 2 have been trained on a variety of topics (e.g., safety, hygiene, monitoring), but plans to strengthen Peace and Development Committees have not yet materialized.
