In view to making up for the backlog already registered and in order to avoid future possible slippages, three sets of actions require particular follow-up/attention: • The signing of the loan agreement, which is already delayed by more than two months due to the pending clearance to be issued by the National Public Debt Committee. This has a direct impact on: (i) the initiation of the process of obtaining the signature of the habilitation decree authorizing MINEPAT to sign the Loan Agreement; (Ii) the loan effectiveness initially projected for end of January 2017, and (iii) the signing of the CCAA Subsidiary Agreement for the financing of the air transportation security and safety component. • The actual start-date of the rehabilitation of the Babadjou-Bamenda road section, which remains conditioned by (i) the signing of the compensation decree for affected person by the project, (ii) the full payment of such compensation, (iii) The signature of both the works and supervision contracts. • Although significant efforts have been made by the ministry of public works with regard to the anticipated displacement of public utilities, (Telephone, Water and Electricity), this activity remains on the critical path of project work-start date.
