The credit was declared effective on June 29, 2017. Three years into implementation, the project advanced with the procurement of key activities and is considered on track to achieve its Development Objective. The status of the project implementation by component is presented in below. A project restructuring was approved to facilitate the development of a sustainable heavy cargo truck renewal scheme. Important progress has been made on the fleet renewal scheme component. Component 1- Institutional strengthening and capacity building support for public and private sector participants in the transport sector. Most of the capacity building activities have been implemented. The main activities for the subcomponent " support to transport operators" are well advanced, with multiple training activities already executed (e.g. training in Morocco, Cote d’Ivoire and France for representatives of DGTTM, CBC, and CCI-BF). Similarly, the activities benefitting the Chamber of Commerce are under implementation, with the driving simulator in place and used since April 2018. Component 2 - Development of a heavy cargo truck renewal scheme. The component which holds 64 percent of the project's budget (of which all the counterpart funds), is on track as the study to create a sustainable mechanism to access financing for the truck fleet renewal and for the development of a manual for the renewal of the truck fleet was finalized, and the financing mechanism is expected to be operational soon. All of the preparatory documents have now been completed and a framework convention with a financing guarantee structure was signed for the management of the US$10 million project financed guarantee. Of the two potential sites (Doulougou and Toussiana) to be used for vehicles scrapping as part of the PAMOSET, the GoBF decided that in light of technical studies findings only the site of Doulougou will be considered as pilot site for the remaining 2 years in order to achieve the objectives of the project before its closure. Component 3 - Support to customs modernization and trade facilitation on the Burkinabe section of the Corridor. The interconnection of the customs administrations of BF and CIV of their information systems has been effective in February 2019 thanks to the technical assistance of the project. The technical assistance has provided financing for the operationalization of the ASYCUDA World customs management systems of the two countries, including transfer of knowledge to customs information communications technology (ICT) staff, the bilateral meetings between the two customs. Consequently, the border crossing time at the border of CIV/BF has decreased from 10 hours to less than 3 hours, meeting the project target two years in advance. Similarly, the electronic transmission of transit documents collected by Burkinabe customs is provided in real-time to CI Customs, achieving another project indicators two years in advance of the deadline. Moreover, after a pilot phase, this is now applied to all traffic in maritime transit passing through Abidjan. Component 4 - Road safety on the Burkinabe section of the Corridor. Activities financed under this component have progressed well. All the TORs, as well as the training and sensitization campaign budget have been reviewed and authorized by the WB for implementation. Many trainings and sensitization campaigns have been undertaken; the equipment for road accident monitoring has been purchased and most of it installed and operational. A road safety audit of the Burkinabe section of the corridor was carried out in April 2020 and a preliminary report was made available in October 2020.
