All five participating countries (Djibouti, Ghana, Senegal, Guinea and Burkina Faso), as well as the Association of African Universities (AAU) are effective. Project wide disbursement is at 11 percent following verification on Disbursement-Linked Indicator (DLI) 1 on readiness and on the DLI on students and research results (DLI 3 and 4). The disbursement on DLI 1 and student and research DLIs by country is 7 percent in Burkina Faso, 14 percent in Ghana, 16 percent in Senegal, and once the withdrawal applications are complete it will be 12% in Burkina Faso, 6% in Djibouti and 17% in Guinea. 6/30/2020 Page 1 of 13 The World Bank Implementation Status & Results Report First Africa Higher Education Centers of Excellence for Development Impact Project (P164546) Implementation Progress. Since the last workshop in Dakar in September 2019, 12 ACEs were visited by technical experts for implementation support. In addition to obtaining clearance on the Implementation Plans (IPs) from the AAU technical experts, most of the centers achieved all the other DLI milestones including official nomination of the centers core teams; establishment of the center’s website (with link), development and availability of the center’s financial management (FM) and procurement manuals and the student handbooks which include policies on sexual harassment and scholarships. Finally, the component on the Regional Scholarship and Innovation Fund (RSIF) is progressing well. The subsidiary agreement signed in Ghana and Burkina Faso is in the process of being signed in Senegal. The project will work with icipe and the respective countries to ensure all subsidiary agreements are finalized and signed by July 30, 2020. Delivery on DLIs. The verification consultancies for the DLIs on student and research results (DLI 3 and 4) has been completed by the AAU. All the results were submitted and verified in time for the regional workshop that took place in Abuja, Nigeria in February 2020. During the workshop, the provisional results delivered by the verification consultancies of these DLIs have been presented to all Centers to check for consistency with their M&E analysis and identify any gaps. Following the workshop, the results were updated and processed for disbursement. Additionally, the verification for DLI1 on institutional readiness was finalized with all IPs now approved by the technical experts. The AAU has also recruited a gender specialist on sexual harassment policy, with at least 15 policies having been reviewed and approved by the gender specialist. Finally, verification of other DLIs on research publications is currently in process with the second disbursement of approximately 10 percent of the project funds will be processed in the next month. Project Management Regional Facilitation Unit (RFU) – AAU: Overall, the ACE RFU has made significant progress on the RFU activities, notably (i) the successful implementation support missions to over 30 universities across both ACE Impact projects; (ii) the verification of the Disbursement Linked Indicators on institutional readiness (DLI 1) and student and research results (DLI 3 and 4); and (iii) successful regional workshop such as the last one mentioned above in Abuja in February 2020. The ACE Impact Project Manager has been successfully recruited at the RFU. At the Abuja workshop, the World Bank and AAU discussed and agreed on the RFU’s annual work plan, budget and RFU project staffing (including timelines for the recruitment of the safeguards specialist, procurement specialist and M&E assistant). Minutes of the discussions were signed by the World Bank project task team leaders and the AAU Secretary General. National facilitation agencies. Given Ghana and Burkina have four or more centers/colleges of engineering, the National Commission for Tertiary Education (NCTE) in Ghana and the Burkina Faso Ministry of Higher Education have received some project facilitation funds to coordinate the many Centers in these two countries for the First ACE Impact Project. Both entities have successfully coordinated the signing of the performance and funding agreement (PFAs) of their respective countries. Additionally, the work plan for both national agencies has been submitted, approved by the AAU technical expert and received a no objection from the World Bank. The first disbursement for these activities has been processed in Ghana and in process in Burkina Faso COVID-19 Response: The RFU, the Centers and the World Bank team have been responding through various measures to the impacts of the COVID-19 disruptions:  The RFU with support from the task team administered a survey to obtain information on the readiness of the Centers and their universities to respond effectively to the coronavirus disruptions, including virtual learning capacity and plans. Responses were received from almost all of the ACE Impact host universities. Virtual meetings with technical support from the World Bank Edtech team and a virtual learning expert were held. The meetings built on the findings of the survey and discussed issues related to continuous teaching and learning amid the crisis. Specifically, the objectives were to: (i) understand measures employed by universities; (ii) identify the key challenges faced by the universities; and (iii) brainstorm potential interventions that can be pursued in the immediate, medium and long term. Key project level follow-up actions include support in terms of (a) connectivity (student, faculty and university level); (b) set up and access to learning management systems and course content; (c) capacity building for content creation and curation; and (d) identifying sources of funding to support the activities.  Many of the centers are contributing in various ways to their communities, respective countries and the region at large during this crisis. Several centers have indicated they are participating in COVID-19 awareness campaigns in their communities, supporting the production of hand sanitizers and PPE materials, while others are carrying out COVID-19 related research. For instance In Ghana, The West African Centre for Cell Biology of Infectious Pathogens (WACCBIP), at the University of Ghana in partnership with Noguchi Memorial Institute, is performing massive testing, genome sequencing, evaluation of rapid dynamic tests, and is working on testing resistance to COVID-19 as well as tracking the genetic evolution of the virus as the pandemic continues. In Senegal, Mathematics and Computer Science ACE at University of Gaston Berger is working on using 3D printing to make face shields and nasal masks for the regional hospitals as well as building models to map and help predict the spread of the virus in their respective countries. Key Challenges The regional workshop Aide Memoire of March 2020 provides further details on overall and country specific progress and challenges of the First ACE Impact Project. Broadly, the project has encountered the following challenges in its implementation:  COVID-19 impact: The COVID-19 pandemic presents a major challenge in terms of continuity of teaching and learning for the ACE universities, their faculty/staff and students and will have an even more severe impact should it last longer than a couple of months. While universities in developed regions have been able to gradually move their courses online, and continue some aspects of their teaching, the reality is dire in Africa. In most of the project countries, the needed digital infrastructure and enabling environment do not exist and if they do exist, are very nascent. Although the task team is considering various possible interventions, the project could be negatively affected in 6/30/2020 Page 2 of 13 The World Bank Implementation Status & Results Report First Africa Higher Education Centers of Excellence for Development Impact Project (P164546) several areas, including: the academic calendars, enrolment of students, design of curricula, procurement of equipment, civil works, number of faculty and other support staff due to loss of employment or death from the virus. Due to the strong postgraduate training focus and applied element of the project, research outputs could be hampered as access to laboratories will be limited. The team will continue to work at mitigating as much of the risk as possible through continuous support to the centers and various interventions, to be identified by a task force set up to focus on possible responses to COVID-19 and its consequences on pedagogic continuity.  Cross cutting challenges. Ensuring full understanding, especially by the new emerging centers in Djibouti and Guinea, of World Bank procedures (including results-based financing approach; definition of all DLIs and linkages between the DLIs and the IPs).; ensuring sufficient capacity to prioritize sustainability through for revenue generation, industry partnerships, entrepreneurship and Innovation; and centers recognizing the importance of digital skills training (for students and faculty), digital infrastructure and human capacity for e- learning capabilities. The team in coordination with the RFU undertook several virtual technical discussions with each country to communicate and address detailed operational DLI queries as well as regional webinars to provide capacity building opportunities such as e-learning and digital resources. Additionally, a virtual implementation support mission took place in June 4-9 to provide specific technical and fiduciary support the Emerging Center in Djibouti.
