The initial challenges and delays experienced at the onset of implementation, in particular those related to low fiduciary, and monitoring and evaluation capacity (which kept the project performance rating at "moderately satisfactory") were resolved overtime with very targeted actions, including training and increased technical support to project implementers. At the mid-term review conducted in 2013, restructuring of the MDTF (extension of closing, adjustment of the results framework indicators and targets, and reallocation of funds) and rigorous implementation follow-up led to a significant acceleration in the implementation pace and absorption of funds, both at the CORAF secretariat and implementing agency levels, and consequently to an upgrade of the PDO and implementation progress rating " to "satisfactory". Overall, tremendous progress has been made during the overall project lifespan. Todate, 90% of the grant funds have been disbursed. Most of the remaining funds are already committed to ongoing activities nearing completion and are expected to be fully disbursed by the closing date of September 30, 2016. The ongoing 17 MDTF funded research projects designed to address various thematic challenges of food and nutrition security, and climate change and adaptation, have generated improved high impact technologies and innovations that are yielding tangible results with potential to have a significant impact on the region’s agriculture productivity. Over 170 improved technologies and innovations have been disseminated throughout the CORAF region. A dozen more are ready for immediate dissemination before the upcoming grant closure. Achievement of the PDO results indicator targets is on average above 90%. Ten of the 11 intermediate results targets have been exceeded by more than 50%. Specific achievements against some of the key performance indicators targets include: 77,442 direct project beneficiaries have been reached through the MDTF supported interventions. This is 95% of the project target; 32,877 of the direct project beneficiaries reached are women. This is about 43% of the target which exceeds it by 40%; 30,678 beneficiaries have adopted an improved technology promoted by the project. This is 84% of the project target; 170 technologies\innovations have been disseminated in the region. This is 193% of the project target; 130 innovation platforms in commodity value chains were established and are functional in the region. This is 130% of the project target; 33,289 individuals (of which 44% are women) from all over the region have benefitted from short and long term capacity training provided by the MDTF. This is 211% of the project target; and 208 individuals have benefitted from long term training (Masters & PhDs). This is 137% of the project target. In addition, CORAF has led very successful iniatives to integrate gender into its operations and has helped member countries to prepare and implement gender action plans. It has been successful in establishing itself as a recognized and credible regional institutions that has successfully advocated for the adoption of Integrated Agricultural Research for Development (IAR4D) as an approach for transforming agriculture in the region. Together these advances are expected to make a significant contribution to agricultural growth in the sub-region. During the remaining implementation timeframe, and as agreed with the World Bank team and donor partners, CORAF is focusing on accelerating and completing the ongoing scaling up of the dissemination of the high impact improved technologies\innovations. This is intended to ensure achievement of the unmet project results targets by September 30, 2016. In support of this effort, CORAF has restructured the 17 projects. It has increased funding to the best performing projects and reduced funding under a few of the projects that were trailing behind in implementation. To that end, CORAF has submitted to the World Bank, a request for reallocation of grant proceeds in the amount of US$804,858 from the grant's disbursement category 1: (Sub- grants) to disbursement category 2: (GDS, CW, Non-CS, CS, TR, Audit, OP). The reallocated funds will primarily support: (1) preparation of the end of project impact evaluation; (2) preparation and submission of project specific completion reports; (3) results data collection and documentation of remaining project results; (4) preparation of an Economic Analysis for up and out scaling of high impact Technologies/Innovations; and; (5) project closure and information sharing workshops with project stakeholders and beneficiaries. It is expected that with the proposed reallocation of funds, completion of the remaining project activities and dissemination agenda, the remaining targets will be met and the balance of the grant funds will be absorbed by September 30, 2016.
