Following the Prime Minister’s directive related to the merger of IDF and the National Competitiveness Foundation of Armenia (NCFA) and the liquidation of the Armenian Development Agency (ADA) issued in October 2014, the team was informed that the government decree establishing the new Development Foundation of Armenia (DFA) was issued effective January 30, 2015. The DFA is also the implementing agency for most of the activities under Component 2 - Promoting Investments and Exports. Recruiting for DFA is underway. One of the disbursement conditions for Component 2 of the project (Promoting Investments and Exports) is that the “agency has appropriate mandate, staff and other resources in place with operational capacity satisfactory to the Bank”. The team will evaluate the status of this condition during the next mission in mid-May. Staffing plans are underway for the National Accreditation board which has developed a new organizational chart which is in line with World Bank recommendations and has developed job descriptions which the World Bank has reviewed and provided comments on. A new organizational chart and job descriptions have also been developed for the Industrial Metrology department of the National Institute of Metrology and comments have been provided byWorld Bank experts in cooperation with the German Metrology agency PTB.
