Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Component 1: Water supply service infrastructure improvement:(Cost $287.14 M) Component 2: Water supply service management improvement:(Cost $57.08 M) Component 3: Project Implementation support and institutional strengthening:(Cost $16.94 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions Further progress is reported in project implementation since last Bank mission, in spite of the fact that the COVID-19 pandemic had serious impact on the project implementation. All the project water supply companies (WSCs) are complying with the prevailing government water quality health standards. Water quality tests are being undertaken regularly in the WSCs’ own labs or external labs. Positive changes are noted in the utilities’ operational improvements in terms of non-revenue water (NRW) and energy efficiency. A smart water pilot project in Fushun WSC is under way revealing good potential in reducing NRW for the pilot area through improving the data recording accuracy and timeliness. As the reporting period is mostly winter season in Liaoning not suitable for construction, the project implementation focused mainly on technical design, procurement and other non-physical activities under Components 2 and 3. These include design and procurement of the smart water systems in different project cities, development and implementation of the NRW and energy efficiency improvement plans, and O&M facilities procurement, etc. The project implementation and loan disbursement are behind schedule but expected to improve in the coming months, as the WSCs have started to resume construction of project works at the time of the review. 5/25/2020 Page 1 of 7 The World Bank Implementation Status & Results Report China: Liaoning Safe and Sustainable Urban Water Supply Project (P158713) The mid-term review (MTR) for the project is planned for December 31, 2020. The next project implementation support mission is tentatively scheduled between October and December, 2020.
