However, progress on component 2 has been marginal with compensation due project affected persons yet to be paid and archived. The delay has been due to series of verification measures to sanitize the payment system based on learnt lessons from previous compensation payment exercises. Globally, the project implementation progress is evaluated at 50% and total disbursement expected to increase to 44% by the end of FY22. Mid- Term Review (MTR) has delayed due to unavailability of the identified consultant to travel to Central African Republic to support the PIU undertake and prepare the report siting Covid-19 and security issues. A new process has been launched to select a consultant and for the MTR to be conducted in July 2022. 6/22/2022 Page 1 of 6 The World Bank Implementation Status & Results Report CAR Emergency Electricity Supply and Access Project (P164885) Component 1: Construction of a Solar PV Electricity Generation Plant (US$44.9 million): This component is financing the design, supply, and installation contract of a 25 MWp solar PV plant with a 25 MWh battery energy storage system (BESS) located at Danzi which is about 20 km north of Bangui. It will also finance up to 3 years of an operations and maintenance (O&M) contract. Major equipment and material including PV panels had arrived at the port in Doula Cameroon since 23rd of May and currently enroute to the project site at Danzi. Expected to arrive by end of July. The perimeter wall of the project site, project office and the housing facility for workers have all been duly constructed. Civil works for the PV Solar plant has also advanced with mounting foundations completed. However, supplier for battery storage system under the contract has not been able to fulfill its commitment due to a suggested case of bankruptcy by the contractor Shanxi. The Bank team is supporting the PIU and Owners Engineer assist the contractor in finding a new supplier. Component 2: Strengthening of the transmission and distribution (T&D) networks (US$11.8 million): This component is financing necessary T&D upgrades including the installation of new Supervisory control and data acquisition (SCADA) system and extension of distribution network. Due to budget constraints the construction of new power transformer substation has been added to the newly approved CAR-Electricity Sector Strengthening and Access Project (P176683 PARSE). Distribution subcomponent: All equipment contracts are signed and effective. The pandemic restrictions delayed the verification of equipment and their shipment, in addition to the closing of the Douala-Bangui corridor. The situation has improved leading to the delivering of materials which were already at Douala Sea port with the exception of the wooden poles. Materials delivered are for the following lots( i) metallic poles, conductors and transformers. The utility (ENERCA) has also procured equipment to ensure installation which will start in July 2022. The WB team has approved reinforcing the ENERCA team with casuals to carry out the installation works. Delays on the delivery of wooden poles is due to the supplier’s inability to fulfill its obligations. The Bank team is supporting the PIU resolve the challenge and find alternative solutions. Transmission subcomponent: Works on SACADA facility commenced November and progressing steadily. constructed). Component 3: Institutional strengthening, capacity building, and project implementation support (US$6.4 million): The contract for the OE is in place to continue supporting the PIU to supervise the construction of the solar plant. An amount of US$0.6 million was reallocated to this component to cover for additional compensation of people affected by the project under component 2, bringing the maximum IDA coverage to US$ 1.1 million. All studies planned under this component are underway with three (03) already concluded and validated. These are the tariff study, solar solutions for households and public buildings and safeguards studies for related to component 2 works. The PIU team has been reinforced with a Monitoring and Evaluation expert to support implementation and also the recruitment of a Communication Specialist is underway to support the energy projects.
