Following approval by the Global Partnership for Education (GPE), CERP was approved by the World Bank Regional Vice Presidency on August 19 2020 and became effective on December 8, 2020. Implementation had already made progress before this date, as a result of the project’s retroactive financing clause according to which withdrawals of up to 40 percent of the project value can be made against activities conducted after March 31, 2020 as long as these are implemented in line with World Bank procedures. The Government has distributed 27.4 million face masks for students (1-2 per student). The Government, through Regional Education Bureaus (REBs), has also completed a range of other activities including the following: (1) Content has been developed and regionally adapted for radio and TV distance learning, and broadcast in all regions; (2) a training 6/23/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Ethiopia: COVID-19 Education Response Project (P174206) manual has been developed for training of teachers in accelerated learning to support catch-up of learning loss once schools reopen; (3) schools have been provided with water, sanitation and hygiene (WASH) materials and health and personal protective materials, disinfectant, sanitizer, portable handwashing stations, and water tankers. With the support of this project, the Government has provided virtual education services for 66.3 percent of school-age children (between 6-18 years) during the school closure, with all regions and states broadcasting distance learning materials customized for regional needs. Fifty percent of children have been provided access to programs and sensitization campaigns that aim at minimizing the negative impacts of school closure like psychological impacts and gender-based violence. Schools re-opened starting in late October 2020 and 92 percent of students have returned to schools against a Project Development Objective (PDO) indicator target of 100 percent. More than 98.5 percent of schools have re-opened and 22 percent have been provided with enhanced WASH facilities. The project was restructured on December 23, 2021 to extend the closing date to September 30, 2022 to allow time for completion of delayed activities. Following the completion of activities to support learning during school closures, and problems with documentation of said activities; and the reduction in immediate risk of COVID-19 infection but onset of other crises including civil conflict, food insecurity, and drought, among others; the Government has requested revision of the project in order to refocus on supporting safety and learning in reopened schools and building resilience for overlapping crises faced by the country.
