Meanwhile, rehabilitation works under the multi-donor trust fund additional financing are ongoing and Output and Performance-Based Road Contracting (OPRC) maintenance will follow. As of June 30, 2022, the project has achieved 419km of feeder roads cumulatively rehabilitated, representing 58 percent of the overall project target of 720km. To date, 132 km of roads have been rehabilitated under the AF. Of the 287km that were rehabilitated under the parent project, 164 km are under routine maintenance and 123 km under multi-year maintenance. The Monitoring Services Consultant (MSC) contract has been in place since December 2019. TAs on feeder roads, safeguards and road safety are onboard supporting implementation of the project. The procurement of a consultancy firm for climate resilience is ongoing and at contract award stage. KEY DECISIONS The feeder roads maintenance in Gisagara and Rwamagana districts are ongoing since 2018. Out of 164km of roads under maintenance, 97km are being undertaken by LCAs and 67 km are undertaken by “emerging contractors” using Road Maintenance Fund (RMF) resources. The emerging contractors are tasked with the routine maintenance of District Class 1 (DC1) roads only. The emerging contractors’ program is an initiative of the Ministry of Youth in collaboration with RTDA, MININFRA and RMF to create employment opportunities as a priority under the first national strategy for transport (NST-1).
