An assessment of the Results Framework, outcome and output indicators, and disbursements achieved indicate good progress towards the achievement of the PDO. Out of seven PDO level indicators, two indicators have already met the final targets, while three indicators are on track. Progress on the remaining two PDO indicators related to ITIs has been impacted due to the closure of the institutions as a result of the COVID-19 pandemic. Implementation progress has accelerated. The project is catching up with the restructured implementation schedule at a substantive pace. Implementation structures and arrangements are well defined and established at the National Project Implementation Unit (NPIU), State Project Implementation Units (SPIUs), Industrial Training Institutes (ITIs) and Industry Cluster (IC) levels. The NPIU’s implementation monitoring at the National, State, ITI and IC levels is satisfactory. Implementation progress is regularly evaluated, and feedback is collected periodically. The problems faced by State-level implementing agencies are being addressed in a timely manner. Further, regular capacity building and knowledge sharing workshops are also being conducted. Since March 2020, the COVID-19 pandemic has surged and receded. In India, the pandemic has had significant impact since the May 2021 surge. This has created substantial risks for project implementation. The COVID-19 surge resulted in the closure of all ITIs, student examinations having to be postponed, and the institutions having to pivot to distance learning, opting for online programs where available, and to adapting to the pandemic induced challenges with supply chain disruptions, price escalations, etc. These have had a sudden impact on the implementation of STRIVE Operation activities. The MSDE/NPIU has been proactive about introducing solutions and mitigation measures/actions to facilitate funds flow through the system, efforts to address key monitoring and evaluation issues, and improving fiduciary oversight since the mid-term review in January 2021. The ongoing effects of the pandemic are being tracked to put in place progressive mitigation measures to address emerging risks. For instance, options for putting place blended learning through a variety of outreach efforts is being considered for financing through the STRIVE Operation. Good practice examples from the States are actively being explored and knowledge is being shared through webinars and during mission meetings to determine the most cost-effective options for scaling up. Innovations are being fostered by bringing together relatively well-performing States to problem-solution sessions to assist less well-performing States. For example, during the recent Joint Review Mission (JRM), the Maharashtra and Odisha States shared their experiences and innovations during the pandemic. The information is captured in Annex 2 in the JRM aide-memoire. The first in the series took place on October 26, 2021 with the Singapore Nanyang Youth Polytechnic sharing their innovations with the MSDE. The project involves minor civil works in the participating ITIs/ICs, on existing land, and within the campus. Therefore, these do not pose a risk with respect to involuntary resettlement. The impacts related to civil works are minor and they are manageable through compliance with Labor Management-cum-Gender Based Violence Prevention guidance. However, (a) adequate management is required to ensure that the civil works is circumscribed with appropriate safety measures towards providing a safe and secure environment for students and laborers on the campuses, (b) the risks and impacts pertaining to tribal students/beneficiaries would be manageable provided there is effective implementation of a Social Action Plan (SAP), (c) amid the COVID restrictions, it is crucial to supervise and document the progress being made with the SAP to ensure compliance with the social aspects of the STRIVE Program. In this connection, it would be crucial to effectively publicize the Grievance Redress Mechanism (GRM). The agreed actions in this respect are included in the JRM aide-memoire. The Bank team has been providing implementation support and indepth consultations through regular virtual meetings with counterparts on the aspects. There has been progress towards addressing the NPIU's capacity constraints: Steps have been taken to augment the NPIU’s capacity with: (a) the deployment of a nodal office for Environment and Social aspects, and a procurement officer on part-time basis, (b) approving an increase in the number of specialists in the PMC to address safeguards, M&E, financial management, and procurement, and (c) building the capacity of NPIU staff on safeguards and fiduciary aspects. Additional actions have been agreed to strengthen environment and social aspects. These are included in the aide-memoire.
