No The World Bank Mali Reconstruction and Economic Recovery (P144442) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The Mali Reconstruction and Economic Recovery (P144442) was approved by the Board of Executive Directors on December 6, 2013 in the amount of US$100 million and became effective on March 19, 2014. An additional financing (AF) in the amount of US$30 million was approved on October 30, 2018 to scale up existing activities in project areas focusing as with the parent project on local infrastructure rehabilitation and provision of productive assets. The project original closing date was December 1, 2018 and was extended by two years through the AF. The AF became effective on January 30, 2019. A second extension of the project closing date from December 1, 2020 to June 30, 2021 was granted due to the Coronavirus Disease 2019 (COVID-19) pandemic and the sociopolitical crisis that the country has been experiencing. A third extension was subsequently granted from July 1, 2021 to March 31, 2022 as both the pandemic and sociopolitical crisis continued. While the project has now largely achieved its objectives, the sociopolitical crisis and insecurity continue. The Government has requested a further extension of three months to allow critical activities to be finalized and an orderly closing of the project, given the current country situation. 2. The project is rated Moderately Satisfactory for progress towards achievement of Project Development Objective (PDO) and overall implementation progress in the latest Implementation Status and Results Report (December 21, 2021). The project has reached more than 1.4 million beneficiaries (96 percent) out of the overall 1.5 million targeted, 91 percent of local public infrastructure rehabilitated functioning one year post rehabilitation, 91 percent of productive assets rehabilitated utilized for economic activities one year post rehabilitation, and almost reached its target of 1.4 million benefitting from rehabilitated local infrastructure (98 percent). All public infrastructure activities under the initial financing component, other than the Gao sanitation works which stand at an overall completion rate of approximately 85 percent, have been completed. Activities under the AF component are for the most part either completed or on track to meeting the expected outcomes. All public infrastructure works for Konna under the AF have been completed and handed over. The Gao city road rehabilitation works stand at a completion rate of 85 percent. In addition, the Bazi-Gourma water distribution and the Taoudenit water transportation works stand respectively at completion rates of 65 percent and 70 percent. Overall, project disbursement currently stands at 97.91 percent with all funds committed. As this restructuring is considered to be a no-cost-extension to allow the critical activities to be finalized, the project will bear the operational costs of the Project Implementation Unit. Remaining critical activities include the Gao city sanitation works, Gao city road rehabilitation, Bazi-Gourma water distribution and Taoudenit water transportation works. While these activities are well on their way to be completed, they all have been disrupted over the last extension by local and regional insecurity. 3. The proposed extension is in line with the World Bank Policy and Directive on Investment Project Financing (IPF) that: (i) the PDO remains achievable; (ii) the Borrower’s performance remains satisfactory; (iii) the World Bank and the Borrower agree on actions that will be undertaken by the Borrower to complete the project by the new proposed closing date of June 30, 2022 (see table 1 below); and (iv) there are no outstanding audit reports and the audits reports are satisfactory to the World Bank. The project will continue to benefit from environmental and social provisions throughout the proposed extension period. Table 1. DESCRIPTION OF PROPOSED CHANGES 4. In light of the above and the project’s satisfactory status, the Government of Mali has requested an extension of the closing date of original and AF credits (IDA D3730 and IDA H9010) from March 31, 2022 to June 30, 2022 to allow an orderly closing, given the current country situation. This would bring the cumulative extension to 43 months, requiring RVP Approval. In addition, the end target date of the indicators in the Results Framework will be updated in line with the proposed closing date. III.
