KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The project implementation progress over the past six months includes (i) capacity enhancement of the Marine Fisheries Survey Management Unit, (ii) an online catch and effort monitoring system, (iii) a 2023 marine fisheries stock assessment for all commercially important marine fish species, and (iv) the implementation of three fisheries management plans. Additional achievements as per the results framework are MCS and preventing Illegal Unreported Unregulated (IUU) to promote sustainable marine fisheries, including Global System for Mobile (GSM) was installed, piloting was ongoing for 8500 artisanal vessels, and Vessel Monitoring System (VMS) was installed on five industrial vessels. A Joint Monitoring Committee and Center (MCS) was formed: Guardian of the Sea, MOU signed and equipped. The Fishers Database was updated, 16,000 ID cards were issued, and 45 On-board Observer engaged in industrial trawler monitoring. Regarding the results framework: Improving Infrastructure and Production Practices: the project achieved the formation of 350 shrimp clusters and 8,000 farmers were trained, significant production increased an averaged of double of triple the baseline levels in the clusters. Regarding improved livelihoods of fisher communities results, Improving Fisheries lives and promoting their livelihoods: 12700 youths received vocational and skill development training; 9,980 members were employed in salaried jobs and self-employed through AIGAs. Additionally the project arranged 45 Job fairs for youth, scholarships for meritorious poor students, one-time grants for vulnerable households, etc. However, due to delays in civil works, seasonality, and the July- August 2024 political movement, the project has experienced some implementation delays. 5.
