KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Project was approved by the Board on June 3, 2021. The Financial Agreement was signed on June 18, 2021 and became effective on October 14, 2021. Overall disbursement is at 24 percent. Progress towards Project development objectives and Overall Implementation Progress are rated Moderately Satisfactory. Significant progress has been made in project implementation: (i) the regional unions and colleges of stakeholders making up the Aquaculture Interprofessional Organization have been set up; (ii) two (2) of LANADA's three (3) laboratories have been rehabilitated and delivered; (iii) research activities are proceeding satisfactorily; (iv) construction and rehabilitation works on the Bouaké Station de Recherche sur les Cultures Vivrières (SRCV) and construction works on the Centres de Développement du Vivrier have begun on eighteen (18) of the thirty (30) sites; (v) the beneficiaries of the second cohort of matching grants have been selected; (vi) the reports on the feasibility studies for the wholesale markets are available and the recruitment process of the Engineering Procurement Construction enterprise has been launched (vii) the activities linked to performance-based conditions are making good progress and will be audited in 2025. However, the project is facing significant delays in disbursement projections, mainly due to delays in the execution and the attribution of important contracts such as the payments of the second installment of the matching grants and the rehabilitation works on the research stations of the Centre National de Recherche Agronomique and fish rearing stations. The procurement for the design and construction of wholesale markets in Abidjan, Abengourou and Daloa has faced some considerable delays due to the late completion of their feasibilities studies. It is noted that it is now underway and it will be necessary to ensure that all contracts are signed before June 15, 2025. 5.
