A World Bank Team1 met with the representatives of the Government of Bangladesh (GoB) to jointly carry out the implementation support review (ISR) mission for the Resilient Infrastructure for Adaptation and Vulnerability Reduction (RIVER) Project from November 10 - 14, 2024. This Aide-Memoire (AM) summarizes the main findings, recommendations, and agreements reached with the GoB during the mission. 2. The RIVER project is implemented by the Local Government Engineering Department (LGED) under the Ministry of Local Government, Rural Development and Co-operatives (MoLGRD&C). Main project activities include construction of Government Primary Schools (GPS) cum flood shelters, connecting roads, associated resilient community infrastructure, community disaster preparedness activities, and government capacity building for preparedness and response. 3. The AM was discussed at the wrap-up meeting on November 14, 2024, with the Honorable Additional Secretary and Director General Md. Mahmudul Hasan, NDC, MoLGRD&C as the chair. The AM contains the following Annexes: List of officials met (Annex 1), and Results Framework (Annex 2). Summary Project Status • The PDO is to reduce the vulnerability of people in targeted communities to riverine and flash Project Development floods and improve the country’s capacity in disaster preparedness and response. The Objective (PDO) project is on track to achieve the PDO targets. • The project faced more than six months of delays as several key packages were awaiting approval by Advisor Committee on Government Purchase (ACGP). With recent approval of these packages by ACGP, pace or project implementation is expected to pick up in the coming months. Moving forward a concerted effort is required to expediate all approvals with the goal to sign all works contracts by December 2025 so that the project can be completed Immediate Next within the project implementation period. Steps for • The Project Implementation Unit (PIU) is fully operational. Additional workspace is required Implementation to accommodate the full PIU set-up. • Out of the fourteen (14) shelter works packages, the largest works package was signed. Two more works packages (Kurigram and Sunamganj) (total US$65m) were approved by ACGP on December 4, 2024, after prolonged approval delay. It was approved by the ACGP on December 4, 2024. The ‘Community Engagement and Mobilization’ firm is onboard. • Tender for two more works packages (Nilphamari, Gaibandha) totaling US$37.5m have been floated. The tenders are expected to open on December 31, 2024, and January 6, 2025. Four more packages (Bogra, Sirajganj, Pabna, and Habiganj) totaling US$70m are expected to be floated by December 2024/January 2025. • Finalization of procurement processes is taking significant time than expected due to delays in approval processes. The Bid Evaluation Report (BER) for construction of Sunamganj flood shelter was cleared by the Bank in April 2024. The BERs for Kurigram food shelter and Design and Supervision Consultant were cleared in June 2024. The approval process has been significantly delayed. LGED should closely follow up on all stages of approval processes with Procurement the concerned authorities so that all contracts are awarded by December 2025. The LGED has processed other four flood shelter contracts at Lalmonirhat, Rangpur, Nilphamari and Gaibandha districts using national competitive bidding through e-GP. The Request for Expression of Interest (REOI) of Monitoring and Evaluation (M&E) consulting service has also been published. The remaining seven Works contracts are planned to be advertised by June 2025. • The project has been compliant in submitting the interim unaudited financial reports (IUFRs). The external audit for FY24 is in progress and the final audit report of the project is to be Financial submitted in Bank system on or before December 31, 2024. Management (FM) • As of November 13, 2024, the project has disbursed a total of US$15 million, with US$4.6 million documented through the IUFR. • The recruitment of the environmental, social, gender and community inclusion consultant has been completed. Besides hiring of D&S consultant, who would oversee ES screening and preparation of ES documents for the upcoming packages is also expected to be completed by December 2024. Environmental and • Physical works have started in one district and the contractor has deployed key ES personnel. Social (ES) As per contract document, contractor’s environmental and social management plan (C- Safeguards ESMP) and Operational Health and Safety (OHS) plan have been prepared by the contractor which are currently under review of PIU and will be shared with WB. All four tiers in Grievance Redress Committee have been formed for the first works package i.e. National level (LGED HQ), PIU level, district and local (Upazila) level. Grievance Redress Committees (GRCs) are under formation. • M&E of the project activities will be carried out through a third-party firm. The request for expression of interest was advertised on October 22, 2024. Monitoring and • ICT monitoring for overall supervision will be part of the project based on the successful Evaluation (M&E) experience with the ongoing MDSP and the Emergency Multi-Sector Rohingya Crisis Response Project (EMCRP), both implemented by LGED. Key Issues • Reallocation of US$60 million (XDR 45.07 million): Based on the tripartite portfolio meeting discussion held on October 14, 2024, LGD has agreed to reallocate US$60 million as per Economic Relations Department’s (ERD) request to channel funds from several projects in the portfolio to a new project. LGD has also requested consideration for additional financing in the future to support the revised allocation, if necessary. The request letter for reallocation dated November 3, 2024, was received by the Bank and the restructuring is anticipated to be completed by December 2024. • Delayed Procurement processes. In order to have sufficient time to complete works, all contracts should be awarded by December 2025. Three packages including two works packages (Kurigram and Sunamganj), and the Design and Supervision service package were approved by the ACGP on December 4, 2024, where the approval from the Bank were received in April and June. Two more packages (Lalmonirhat and Rangpur) have already been recommended by the PIU and currently with LGD ministry since November 29, 2024, for 2|P a g e Aide Memoire December 2024 approval and processing for ACGP approval. Moreover, two more packages (Nilphamari and Gaibandha) have also been floated. All four of these packages will require ACGP approval. Expediting these processes will be critical for the project’s success. • The next four works packages of US$70m (Bogra, Sirajganj, Pabna, and Habiganj) are expected to be floated in December 2024 and January 2025. The PIU and the task team agreed on continuing the following to expedite the procurement process: o Using National Competitive Bidding (NCB) instead of International Competitive Bidding (ICB) which will offer the flexibility to use Electronic Government Purchase (e-GP) where feasible. o Procurement will follow the ‘single stage one envelope’ instead of the ‘single stage two envelope’ process to reduce one layer of the approval process. o PIU should communicate in advance both with MoLGD&C and ACGP for the above packages as these approvals need to be expedited. • Allocation of the required office space for the RIVER PIU: The need for additional workspace and facilities was discussed during the last two ISR missions but has not been fully resolved. It is recommended that at least two additional rooms be allocated to the RIVER project PIU. This is particularly important to provide a suitable working environment, facilitate proper coordination among the PIU officials, and expedite implementation. Overall Project Implementation Status 4. The project faced more than six months of delays as several key packages were awaiting approval by Advisor Committee on Government Purchase (ACGP). With recent approval of these packages by ACGP, pace of project implementation is expected to pick up in the coming months. Moving forward a concerted effort is required to expediate all approvals with the goal to sign all works contracts by December 2025 so that the project can be completed within the project implementation period. 5. Out of the fourteen (14) large works packages, seven (7) packages are already in different stages of implementation/procurement (one signed, two waiting for minutes of the ACGP approval for signing, two more have been recommended, another two were floated in November). Four more packages are expected to be floated in December 2024 and January 2025. All the packages which have not been signed yet will require the ACGP approval. The RIVER PIU has the target to award all the large works contracts by December 2025. 6. The Design and Supervision (D&S) firm is critical as it will be supporting the preparation of the remaining work packages. The ‘community engagement & mobilization, resilience, and capacity building’ firm is now onboard and expected to build the bridge between the community and project through continuous engagement, training, capacity building, etc. 7. The first Project Implementation Committee (PIC) meeting was held on December 27, 2023, as well as the first Project Steering Committee (PSC) meeting in August 2024. The next PIC meeting and PSC meeting is planned for February and March 2025 respectively. Component 1: Resilient Flood Shelters and Community Infrastructure (US$453.4 million) 8. Mobilization, Site Handover and Progress Status of the Disaster Shelter and Associated Facilities for the Signed Contract: Out of the total 67 sites, 42 are already handed over to the contractor in two phases. The remaining 25 sites are also expected to be handed over to the contractor by the end of December. Contractor has mobilized and started works in thirteen sites. Along with the temporary structure construction, pile casting is ongoing for the 13 sites. According to the latest workplan shared by the 3|P a g e Aide Memoire December 2024 contractor, a total of 30 sets of shutters will be available to the sites by December 2024. The pile casting works for the 13 shelters will be completed by December. 9. Approval of the LGED, LGD Ministry and ACGP: Both Kurigram and Sunamganj packages (total US$65m) were finally approved by the ACGP on December 4, 2024, and now waiting for the ACGP meeting minutes for signing. PIU recommendations for the Lalmonirhat and Rangpur packages totaling US$32m are cleared by the Bank. Both packages are with LGD ministry and will require the approval from LGD ministry and ACGP before the contracts can be signed. 10. Procurement of Two more Districts and Bidding Documents for Four more Districts: The detailed design, and drawings of the super-structures of the shelters along with the electro-mechanical, sanitary & plumbing, fire protection and permanent benchmark, solar streetlight, and nano-grids were also completed for Nilphamari and Gaibandha districts (total US$37.5million) following the five earlier works packages. Both packages were floated in November 2024. The sub-soil investigation and detailed design work is ongoing for the Bogra, Sirajganj, Pabna and Habiganj (total US$70 million) districts. The PIU is planning to float the tender for these four packages in December 2024 and January 2025. 11. Detailed Study, Analysis and Design for Remaining Three Districts: The site-specific study, analysis, and design including environment and social assessment for the remaining three districts will be initiated once the detailed D&S firm is onboard. Along with these studies and already developed two types of shelter design, the D&S firm will also explore the different typed design options utilizing the existing and collected information. Component 2: Strengthening Capacity for Disaster Preparedness and Response and Technical Assistance (US$23.4 million, of which US$22 million IDA and US$1.4 million GoB) 12. Strengthening LGED’s Capacity: Some of the capacity-building activities are linked with the onboarding of the D&S firm where they will conduct the study, prepare the plans and systems, prepare the training materials, and finally provide training to the trainers of LGED. The supporting resources and procurement of the required goods will be initiated in the next fiscal year. 13. Community Engagement, Mobilization, Resilience and Capacity Building: The firm for the community engagement, mobilization, resilience, capacity building, and community-based disaster risk management activities was onboard in May 2024. The firm has shared the inception report and revised inception report based on the feedback from PIU and the technical team. The firm has established national/central level and district level offices in 14 districts and completed the staff foundation training of 5 days with 87 participants (Male: 72, Female: 15). Activities related to stakeholder identification, institutional setup, systematic consultation strategy and workplan, Hazard, Vulnerability, and Capacity Assessment (HVCA) have been initiated. Survey questionnaires for the baseline survey are also prepared and under review by the PIU and the Bank. The firm was suggested to fully capture the requirements of the results framework and all other perspective in the baseline survey for evaluating the findings during the mid-term and/or end-term evaluation. The firm is expected to build the bridge between the community and project through continuous engagement, training, capacity building, etc. Component 3: Project Management, Design and Supervision, Monitoring and Evaluation (M&E) (US$29.4 million, of which US$24.6 million IDA and US$4.8 million GoB) 14. Project Officials and Individual Consultants for the RIVER PIU: The PIU is fully operational with project director, deputy project director, senior assistant engineer, accounts officer, account assistant and office assistant; all were deputed and appointed by the LGED. The procurement, financial management, environment, social, gender and ICT consultants are supporting the PIU. Around fourteen (14) assistant 4|P a g e Aide Memoire December 2024 engineers, fourteen (14) sub-assistant engineers, one sociologist, one management service, two computer operators, two drivers and two office assistants are also hired through an outsourcing firm. 15. Design and Supervision Firm: The EoI was floated on May 18, 2023. The combined evaluation and recommendation report was received on May 28, 2024, and the Bank provided NoL on June 5, 2024. The D&S firm is now expected to be onboard by December 2024 which was planned for March this year. The onboarding of the D&S firm will be critical to initiate the field surveys, assessments, design, and analysis for the remaining works packages. Monitoring and Evaluation (M&E) 16. M&E of the project activities will be carried out through a third-party firm. The request for expression of interest was advertised on October 22, 2024. The firm is expected to be onboard by June 2025. The mechanism of systematic tracking of the interventions will be developed and monitored in detail by the firm. ICT monitoring for overall supervision has been proposed to modernize and increase the transparency and efficiency of the overall system based on the successful experience with the ongoing Multipurpose Disaster Shelter Project (MDSP) and the Emergency Multi-Sector Rohingya Crisis Response Project (EMCRP), both implemented by LGED. Fiduciary Procurement 17. Finalization of procurement processes is taking significant time than expected due to delays in approval processes. The Bid Evaluation Report (BER) for construction of Sunamganj flood shelter was cleared by the Bank in April 2024. The BERs for Kurigram food shelter and Design and Supervision Consultant were cleared in June 2024. However, both these packages were approved after more than six months by the ACGP on December 4, 2024, leading to significant project implementation delays. The LGED has processed other four flood shelter contracts at Lalmonirhat, Rangpur, Nilphamari and Gaibandha districts using national competitive bidding through e-GP. The REOI of M & E consulting service has also been published. The remaining seven large works contracts are planned to be advertised by June 2025. LGED should closely follow up on all stages of approval processes with the concerned authorities so that all contracts are awarded by December 2025. Financial Management 18. The project has been compliant in submitting the interim unaudited financial reports (IUFRs). The external audit for FY24 is in progress and the final audit report of the project is to be submitted in Bank system on or before December 31, 2024. The mission advised PIU to initiate the process of hiring internal auditors so that the audit firm is onboarded in time to cover the first phase of audits for FY24, FY25 and FY26. According to PIU’s projections, an estimated total of $25 million will be required to meet project expenses through FY25. Of this amount, US$10 million is already available in the Designated Account (DA), indicating a need for an additional US$15 million. The mission recommended PIU to submit and update the monthly disbursement projection with actual disaggregated packages and operating costs so that the Bank task team can regularly monitor project disbursements. 19. As of November 13, 2024, the project has disbursed a total of US$15 million, with US$4.6 million documented through the IUFR. Environmental and Social (ES) Standards 20. The effective implementation of Environment and Social Commitment Plan (ESCP), recruitment of Environment and Social (ES) staffs, preparation of ES documents, Operational Health and Safety (OHS) issues, capacity buildings etc. The PIU informed that recruitment of all ES staffs (one environmental 5|P a g e Aide Memoire December 2024 specialist, one social development specialist and one gender and community inclusion specialist) at PIU has been completed. 21. Physical works has started in one district and the contractor has deployed key ES personnel. As per contract document, Contractor’s C-ESMP and OHS plan have been prepared by the contractor which are currently under review of PIU and will be shared with WB. The mission advised PIU to include ES specification in the bidding document as national competitive bidding (NCB) would be used for most of the upcoming packages. As D&S consultant would be responsible for preparing the site-specific ES reports for the future packages, the mission advised to expedite the recruitment of the D&S consultant. The PIU revealed that there may be few demolition/dismantling of schools in few places. The mission advised PIU to prepare a standard operating procedure (SOP) for dismantling work to ensure safety of workers/communities during dismantling. PIU was requested to ensure adequate dust suppression, noise mitigation measures, waste management, proper storage of construction materials at all sites. 22. The PIU informed that four tier GRC has already been established at Upazila, District, PIU and LGED HQ level. Besides, contractor at Gopalganj has established its own GRC. Grievance register is placed in the working site. So far, no complain was received. Mission emphasized that zero tolerance must be exhibited at all levels against Sexual Exploitation and Assault (SEA)/ Sexual Harassment (SH). Regarding capacity building initiatives, PIU informed that one district level training was conducted at Gopalganj by PIU individual consultants. HQ level ES training will be conducted once the D&S consultant is on-board. Next ISR Mission 23.
