KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions With two years and a half of implementation, the project has disbursed 46% of the US$500 million IDA financing, and 68% of the funds are committed. On water component, the first phase of the Ozone Water Treatment Plant has been completed and was inaugurated in March 2023 by the President of the DRC. The major works for the third phase of the Ozone Water Treatment Plant and for the associated water transport and primary distribution networks are under implementation. Another contract for the rehabilitation and extension of the secondary and tertiary networks and last-mile customer connections has been signed in November 2024. Various urban infrastructure investments, such as road rehabilitation, the construction of public spaces, rehabilitation of the municipal building in N’djili commune, and the construction of a skills training center for the national skills training institute are also under implementation. Furthermore, contracts for protection works of the SNEL substations, including Funa transformer station, from flooding were signed in February 2024. The project has also supported revision of urban planning legislation, collaborating with stakeholders at national and provincial levels, urban planners, and a development partner (UN-Habitat). The action plan agreed at the Mid-term review has been monitored regularly to make sure that all investments retained in the project can be implemented before the project closing. 5.
