KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions In this ISR, progress towards the achievement of the Project Development Objective (PDO) is rated Moderately Satisfactory. The Loan Agreement was signed on February 27, 2024, and the Project was declared effective on July 24, 2024. Since then, significant progress has been made in: (i) developing a detailed work plan for the housing and neighborhood components, (ii) appointing temporary staff for the Project Implementation Unit (PIU), (iii) fulfilling legal commitments, and (iv) training PIU staff in procurement and financial management aspects. It was expected that the PIU would finish the following activities in the third quarter of FY25: (i) forming a definitive PIU with all the key staff according to the Loan Agreement, (ii) completing the first disbursement of subcomponent 1.2 (partial subsidy for the acquisition of new housing) for USD 10 million; (iii) complete the preparation of all environmental and social instruments; (iv) finish the amendment of the trust agreement and corresponding operations manual. However, recent developments have jeopardized the achievement of these objectives. Specifically, delays in obtaining the multiannual budget certifications have hindered MIDUVI's ability to hire permanent staff for the PIU, potentially requiring it to rely on temporary personnel until the required certifications are secured. In addition, the request to activate the Contingency Emergency Response Component (CERC) in November 2024 (currently underway) has necessitated redefining the allocation of funds between the housing and neighborhood components Implementation Progress is rated Moderately Satisfactory.
