KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Project became effective on May 17, 2023. Project implementation has been delayed for 15 months due to 1) multiple adjustments to the Year one Annual Work Plan caused by changes in direction within MMAF and 2) first budget allocation from Ministry of Finance only be made available in August 2024. Despite these challenges, this Mission was informed that the Government of Indonesia remains committed to LAUTRA. In line with the 2024 budget allocation, the Project Management Office is being staffed, MPA monitoring is supported, coral reef rehabilitation and MPA master plans are being developed, and the blue finance enabling environment is being strengthened. In addition, progress toward the PDO has been made using the government budget. In the EVIKA Report 2024, MMAF provided evidence of improved MPA management effectiveness in four target MPAs (PDO Indicator); and a Public Service Agency (BLU) has been established for one of three target MPA Management Units (Intermediate Result Indicator). 5.
