KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The ISR is based on the outcome of the ELRP implementation supervision mission of October 21-24, 2024. The following key issues are presented for management attention: The project implementation is progressing well towards the achievement of the Development Objective (DO). All the components are being implemented satisfactory and the result indicators designed to measure the PDO have been achieved or nearly reaching the end of project target. The project has built the capacity of the Government to respond to the occurrence and spread of the desert locust (DL) upsurge while addressing the risks associated with control measures such as the building of four pesticide stores built in accordance with international standards and strategically located in the zones prone to locust invasion. The project supported DL affected farmers with direct income support for those who could not work and provided job opportunities through Labor Intensive Public Works for those able to work. The country preparedness system against future locust and other invasive pest outbreaks has been strengthened with the development of a national locust control plan and the building of a national entomology lab. A database has been established with a communication room equipped to allow timely communication with the states and the counties in case of an outbreak and trigger a timely response. The project has disbursed 96 percent of the total funding with 7 months left before the project scheduled closing date of June 30, 2025. 4.2 MPA Program Development Objective Original MPA Program Development Objective (Approved as part of (Seq. ) package on ) Current MPA Program Development Objective (Approved as part of (Seq. ) package on ) 4.3 Multiphase Programmatic Approach (MPA) Status (Public Disclosure) The Emergency Locust Response Program (ELRP) is an emergency regional integration initiative under the multi-phase programmatic approach (MPA). The program provides funding across 3 main components: Component 1 (Surveillance and Control Measures) addresses the immediate threat posed by the locust desert (DL) upsurge; Component 2 (Livelihoods Protection and Rehabilitation) safeguards food security of affected households and restores farmers and livestock herders to productivity in the wake of a DL invasion; and Component 3 (Coordination and Early Warning Preparedness) aims to strengthen the national systems and regional cooperation to address future threats. The ELRP-MPA, with its Phase 1 first-moving countries, was approved by the World Bank's Board of Executive Directors on May 20, 2020, with an overall IDA financing envelope of US$500 million equivalent. Through three phases, the ELRP MPA has committed US$375.7 million equivalent to five countries and one regional organization. Phase 1 has committed US$207 million equivalent in grants and credits to Djibouti, Ethiopia and Kenya. Phase 1 is currently 71 percent disbursed. Ethiopia Project: A minor restructuring was completed in December 2021. An AF of US$60 million equivalent to Ethiopia was approved in June 2022. The Ethiopia project financing, therefore, arose to US$123 million. The Ethiopia project is scheduled to close on December 31, 2026. Kenya Project: An additional financing (AF) of US$35 million equivalent was approved in March 2022. It increased the Kenya project financing to US$78 million. The Kenya project is scheduled to close on December 31, 2024. Phase 2 was approved on June 29, 2020, providing a US$40 million equivalent grant to Somalia. An AF of US$75 million was approved in June 2021. The phase 2 is 100 percent disbursed. The project was successfully closed on March 31, 2024. Phase 3 was approved in June 2021, with a US$50.7 million grant to South Sudan and a US$3 million grant to the Intergovernmental Authority on Development (IGAD). The phase is 96 percent disbursed. The closing date was extended to June 30, 2025 and all activities will be completed by the closing date. The desert locust upsurge was declared over as of March 2022, and ELRP contributed significantly to swarm surveillance by financing operations on over 10 million hectares of land. It also financed locust control (ground and aerial) on over 530,000 hectares across Djibouti, Ethiopia and Kenya. Investments include training over 700 frontline staff on desert locust management and providing awareness raising activities directly with over 40,000 community members. ELRP has financed, inter alia, the purchase of over 24,000 pieces of personal protective equipment, ultra-low volume spraying equipment for back-pack and vehicle-based control teams, the lease of six airplanes, the purchase of drones and one spray plane, and the lease of helicopters. Before the ELRP was approved, the locust affected area already had over 22 million acutely food insecure people, so the project was designed to positively impact food security in two ways: (i) stop the DL invasion as quickly as possible; and (ii) protect food security by providing safety net support to the most vulnerable households and support them to return to farming and livestock rearing as soon as possible. ELRP direct support for food security started during the control phase and continues with some countries scaling up to meet the increased challenges presented by the confluence of COVID-19, desert locust, inflation, natural disasters, conflict drivers and shortages and price hike due to the Ukraine-Russian war. The project has targeted 1.6 million vulnerable households with direct income. Investments in national preparedness are underway and include investments in technology, training, and strategic partnerships to improve the ability of the countries to monitor, forecast, and provide early warning of a desert locust threat. The ELRP countries are already part of the FAO/Desert Locust Information System (DLIS) and are investing in the survey/data information collection tools to fully engage in ongoing surveillance. Much of the training and technology can be applied to surveillance against other transboundary pests, such as fall armyworm, quelea bird, and other invasive pests. The MPA supported transboundary pest platform managed by IGAD including two working groups—one on capacity building, and one on early warning systems are performing well. A forum for national focal points from the member states is in place to improve data collection and analysis by the member states and partners to identify any data gaps; upgrade the technologies used in data collection; establish data analysis and information developed from the collected data and supporting data; and a data sharing framework for an effective regional early warning system. IGAD Ministerial Meeting on August 9, 2023 endorsed the ELRP-IGAD prepared Policy for Sustainable Management of Desert Locust and other Transboundary Pests for implementation by the member countries. Recently, Kenya has prepared a national pest management plan. Guidelines for the use of drones in agriculture and transboundary pest management are under preparation.
