KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Transforming Landscapes for Resilience and Development in Zambia (TRALARD) implementation progress remains overall Satisfactory. The 10th Implementation Support Mission (ISM10) at the end of October 2024 recorded the following main progress achieved under the two main TRALARD components: Component 1 Promoting Diversified, Resilient, Sustainable Livelihoods: TRALARD has supported 31,877 households with diverse livelihood activities, remaining slightly below the end target of 32,000 households. Sustainable landscape management practices now cover 99,516 hectares out of the target of 150,000 ha. Additionally, 66,764 farmers, 51% women, have adopted improved agricultural technologies. With no new subgrants planned, the implementation support now focuses on continued technical support for the beneficiary communities to promote sustainability of the achieved results. Regarding climate-resilient infrastructure, significant progress was reported with construction of the approved embankments, bulking centers (BCs), irrigation canals, transportation channels, and some protected area infrastructure. All the project-financed 20 embankments and crossing points have been completed and are in use. Regarding strengthened climate hydro-meteorological information, the installation of 120 Automated Weather Stations (AWS) has been completed. The network of stations is now fully operational with all stations transmitting data to the Zambia Meteorological Department (ZMD) headquarters and contributing to global weather forecasting efforts by the World Meteorological Organization (WMO). Component 2 on community forests and protected areas: The project has made significant progress in supporting communities through the establishment of Community Forest Management Groups (CFMGs). Five were established and recognized by the Department of Forestry (DF) during the reporting period, bringing the cumulative number of CFMGs to 31, above the end target of 30. About 20 percent of the established CFMGs are female led. 19 CFMGs received sub- grants to implement their management plans and alternative livelihood activities. The project has also supported capacity building through training programs for community forest guards, named Honorary Forest Officers (HFOs). Regarding the two targeted protected areas, Lavushi Manda and Lusenga Plain National Park (LMNP and LPNP), ISM10 found that senior wardens and wardens have been empowered with implementation of project activities with steady project assistance. Belated contracting of a responsible Project Officer in October 2024 to support both parks is expected to further strengthen implementation. In both parks, ISM10 noted substantial progress in terms of advanced construction of offices and houses, procurement of most equipment, community engagement including gradual deployment of Grievance Mechanism (GM) where needed, improvement of surveillance, and completion of annual wildlife ground counts. 5.
