KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The planned construction of bulk water production and treatment facilities is progressing well in all the 30 project municipalities, with 28 municipalities having completed civil works of bulk water production facilities. Water supply distribution network construction has been completed in 26 of the 30 municipalities and is ongoing in the remaining four. Fourteen municipalities have commissioned their water supply service, but service in five municipalities is temporarily interrupted because of lack of personnel because of recent political turmoil, but these are expected to resume as soon as the procurement for private operators, currently in process, is complete. Piped water systems operational in the nine municipalities are providing services to 251,407 people. More than 22,000 toilets have been approved for construction for eligible households in low-income communities. Of these 13,753 toilets 61%) have been completed, thus benefitting about 69,000 people. All 8 integrated waste management facility (IWMF) and simplified fecal sludge management (S-FSM) facilities in 22 municipalities are under construction. Critical drainage work has been completed in 14 municipalities. The tariff structure prepared by municipalities has been approved in 14 out of 30 municipalities. To enable mobile-phone billing and payment by households, four municipalities have already initiated the process of signing of a Memorandum of Understanding (MoU) with select Mobile Financial Services namely Upay, bKash, and Rocket. While 14 municipal piped water supply schemes are expected to be fully constructed and commissioned by December 31, 2024, full completion of the remaining 16 piped water supply schemes will require additional time. Overall, DPHE has managed to keep to schedule except for selected water supply schemes due to delays in land allocation by municipal authorities, changed leadership after elections, government changeover, and delays sustained during COVID-19 pandemic. The project is now well positioned to deliver planned results. However, more time will be required to fully realize project objectives including stabilizing water supply and fecal sludge management operations. A Government of Bangladesh request for extension of credit closing date by twelve months is currently being processed by the Bank. 5.
