KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Project was approved on November 30th, 2023. All the Financing Agreements have been signed and declared effective. Mauritania. Effectiveness was declared on April 2nd, 2024. The project implementation phase began shortly thereafter, and the implementation continues to progress satisfactorily, in particular with regard to: (i) the implementation of the analytical studies, initiated under PPA, which will guide the project's investments and (ii) the launch of the award of the first tendering contracts. Supported by the line ministry (MTNMA’s) team, the project is preparing for the launch of the key tendering for backbone fiber extension by mid-2025. The Gambia. The Project Grant was declared effective on January 3rd, 2024. To date, most of the PIU staff has already been appointed. Several activities and technical studies are currently in progress or set to commence soon. The firm has already been hired for the key study being jointly implemented by The Gambia and Guinea is the Feasibility Study and Transaction Advisory support for the submarine cable deployment in both countries. Finally, The Gambia successfully hosted the Project Launch on April 23-25, 2024. Guinea. The project is effective since May 8, 2024. Key advancements include the preparatory studies for a national Computer Emergency Response Team (CERT). Guinea participates in the interconnexion initiative to connect universities to the WACREN network. The PIU is fully staffed and efforts are being made to enhance procurement efficiency, monitor result indicators, align with World Bank standards, and make key decisions on future interventions. Guinea-Bissau. Most of the PIU staff has been hired and key technical studies have been launched. Smart Africa, ECOWAS, and AUC.
