KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Since the last mission in May 2024, the program has gone through a number of hardships, most notably a works stoppage of over a month due to community protests blocking site access and subsequent workers’ strike. Some community members from the future reservoir area demanded that their land be compensated and acquired now. This coincided with national GEN Z protests in Kenya, and it took time to agree with the community on resumption of works, which has since happened, and works have resumed rapidly. By end of August, overall physical progress stood at 13.2%, with most progress recorded on the Main Dam, Lower Check Dam, roads, administration block, while other buildings including schools are now also restarting, the latter with involvement of community committees. While insufficient availability of Government of Kenya (GoK) budget for land acquisition remains a major concern, this years’ available budget of KSh 400M is currently being awarded to some Project Affected Households (PAHs) who will start receiving payment in early December 2024, prioritized based on project needs. 5.
