KEY ISSUES & STATUS Dec 06, 2024 Page 1 of 15 The World Bank Implementation Status & Results Report Water Supply and Sanitation Access Program (PASEA) Project (P178389) 4.1 Implementation Status and Key Decisions The DRC Water Supply and Sanitation Access Program (PASEA) was approved by the World Bank Board on June 9, 2023. Phase 1 became effective on March 11, 2024 and implementation is well underway. The Project Steering Committee has been established and the official project launch was held on May 9, 2024. Members of the national coordination team representing different entities involved in the Project implementation have been assigned since May 2024 and are contributing to the annual work planning and provincial training and support activities. The four provincial project implementation units are fully staffed, trained and equipped. Members for the provincial coordination teams have been assigned since November 2024. The result-based grant manual, the e-voucher manual for sanitation, and the stipend manual for the professional development program were approved lifting the respective disbursement conditions. After completing the feasibility studies, all intervention sites have been identified and technical design are underway for the priority investments in REGIDESO centers within the four provinces. Drilling works are expected to start in May 2025 for some of the sites, works for WASH facilities in schools and health centers will start in June 2025, and civil works for the prioritized investments in REGIDESO centers are expected to start in August 2025. The technical design studies for the remaining rural water sites will start in December 2024. The result-based grant scheme for water operators is under preparation and the first cohort of operators is expected to be selected in 2025. For sanitation, activities are expected to start in 2025, including the community-led total sanitation activities in rural areas, the sanitation marketing and e-vouchers for urban areas and the preparation of city-wide inclusive sanitation plans for four cities. The first cohort of students under the professional development program are expected to be enrolled in the 2025/2026 academic year. Key bottlenecks in the implementation mostly pertain to delays in procurement and hence moderately unsatisfactory performance on procurement. Specific actions have been agreed upon to address these shortcomings and and turnaround performance within 3 months. Bank-executed assistance has been mobilized to support critical areas for reforms, specifically relating to: i) the development of liquid sanitation strategy and legal framework, ii) REGIDESO support on Non Revenue Water strategic action plan, digitalization and automatization, iii) support to integrated water resources management activities and the set-up of the Congolese Water Office (OCE). A partnership between the World Bank's Global Water and Sanitation Partnership (GWSP) and USAID was launched in August 2024. This partnership will bring additional resources to strengthen the quality of PASEA implementation through additional TA, including a focus on i) REGIDESO performance turnaround, ii) support to the set-up of a national WASH platform, led by the Government, for better coordination and mobilization of financing, iii) governance improvements, and iv) strengthening inclusive market-based approaches for sanitation and hygiene. 4.2 MPA Program Development Objective Original MPA Program Development Objective (Approved as part of (Seq. ) package on ) Current MPA Program Development Objective (Approved as part of (Seq. ) package on ) 4.3 Multiphase Programmatic Approach (MPA) Status (Public Disclosure) The DRC Water Supply and Sanitation Access Program (PASEA) was approved by the World Bank Board on June 9, 2023. Phase 1 covers four provinces (Kasai, Kasai Central, Kasai Oriental, Kwilu), with implementation well underway, albeit with delays in the implementation of the technical designs and tender documents for Phase 1 investments.
