KEY ISSUES & STATUS Nov 19, 2024 Page 1 of 13 The World Bank Implementation Status & Results Report Benin Electricity Access Scale-up (BEAS) Project (P173749) 4.1 Implementation Status and Key Decisions The implementation of the project has been upgraded from "moderately satisfactory" to "satisfactory" due to the significant progress noted in the installation of the streetlights and the electrical meters, but also the imminent start of construction work on the electricity grids. All the feasibility studies are completed and have enable to launch the bidding process for the implementation of the electrical grid extension and densification works. The first two contracts for the phase 1 of the densification works are signed and the works should start by the end of November 2024. Moreover the bidding process for the phase 2 of the densification works is underway and the evaluation. The related contracts is expected to be signed in March 2025 and the works are expected to start in April 2025. A final phase of bidding process is also expected to be launched once the environnemental and social evaluation report will be available. The areas included in this phase are those identified as presenting environmental and social risks. Concerning the 20 000 streetlights and 150 000 electrical meters and connection equipment acquired by the project, their installation is continuing satisfactorily. At the end of September 2024, respectively 67% and 53% of the streetlights and electrical meters was installed, confirming their total installation within the planned schedule. To date, 79,283 households have been connected under the project, providing access to electricity to 412,270 people. In addition, 626 micro, small, and medium enterprises (MSMEs) and 236 public institutions were connected. Moreover, as part of the low-cost connection policy adopted by the government with the support of the project, a total of 136 740 new households were connected by September 2024 out of the 250 000 connections expected for december 2026. As a result of the tenders launched so far, a significant cost overrun has been noted, and the project’s development objectives indicators will likely not be achieved. The reasons for this include the geopolitical situation, including Russia's invasion of Ukraine, which has led to an increase in raw materials and shipping, and thus in the costs of many electrical equipment. An in-depth analysis will be carried out during the next mid-term review of the project and restructuring will be proposed. This will also include the analysis of the delays observed at the start of the project, due to the absence of feasibility and E&S studies, which delayed the construction work of the electricity networks. At the end of September 2024, the project's commitment rate is 60% as, for an overall disbursement of US$52.89 million, representing 30% of the total financing. This rate is expected to reach 47% by the end of FY24. 5.
