KEY ISSUES & STATUS Nov 11, 2024 Page 1 of 10 The World Bank Implementation Status & Results Report Social Safety Net Project (P149323) 4.1 Implementation Status and Key Decisions This is the final ISR for the Madagascar Social Safety Net Project which closed on October 31, 2024. The project became effective on February 10, 2016, and an Additional Financing (AF1) to respond to the drought in the South was approved by the Bank in October 2016. The second Additional Financing (AF2) for the project for US$90 million, approved by the Board on March 1, 2019, became effective June 24, 2019. A third additional financing (AF3) of US$150 million was approved February 19, 2021 and became effective March 23, 2021. The AF3 amended the project development objective to include the acceleration of the COVID-19 social protection response. The project is fully disbursed, and activities are completed. The project achieved all of its Project Development Objective (PDO) indicators as well as all intermediate indicators. It has supported crisis response to the COVID-19 pandemic, cyclones, and other drought response activities in the South (‘Fiavota’). Approximately 5.4 million individuals have been supported across all programs. Among project beneficiaries, over 253,000 households (about 1.3 million individuals) have received cash transfers under Human Development Cash Transfer (HDCT) in rural and urban areas, and over 120,000 households (about 600,000 thousand individuals) have benefitted from the Productive Safety Net Program (PSNP). About 74 percent of recipients of project benefits are women. All three safety net programs (PSNP, HDCT, and Fiavota) have a strong emphasis on human capital, women’s empowerment, and productive inclusion. They are firmly established and have implemented innovations such as livelihood grants, behavioral nudges, early childhood development activities, linkages to existing rural development programs, and social services such as nutrition, vaccination, and family planning. All three programs’ midline impact evaluation results show tangible positive impacts on beneficiaries. The project supported systems building for the Ministry of Population and Solidarity, including the establishment of a social registry. With support from the project, the government completed the pilot phase of data collection for the social registry in October 2023, registering over 70,000 households. Additional social registry data is being currently collected in the context of beneficiary identification for the new Safety Nets and Resilience Project (P179466) and under the Digital Governance and Identification Management System Project (PRODIGY, P169413) and the Regional Climate Resilience Program for Eastern and Southern Africa Project (P180171). 5.
