KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Project’s overall implementation progress remains Satisfactory, and the project is on track to achieve its development objective. Parent project activities under all components are completed. Through the approved Additional Financing approved in May 2024, the Project is expanding to cover an additional 2,600 rural communities across 27 districts in 13 provinces, and 350 urban communities in seven cities. The Project continues to facilitate delivery by and for women, as women participate in all stages of project implementation. Thus far, CRL activities have created short-term jobs for 914,391 households (achieving 91.4% of the PDO indicator target) supporting some 6.5 million Afghans, and provided over 10 million Afghans (88% of the PDO indicator target) with improved access to services through community productive assets rehabilitated in rural and urban areas. Under Component 1, (Emergency Livelihoods Support and Services in Rural Areas), subproject completion continues to advance at an accelerated pace, with 7,645 subprojects completed in rural areas, an increase of 488 over the reporting period, generating 17.9 million working days for almost 761,469 households, including 1.02 million (5.7%) working days for women. Component 2 implementation (Emergency Livelihoods Support and Services in Urban Areas) has accelerated over the reporting period, with all 520 subprojects being handed over to communities, generating 4.74 million labor days benefitting 159,191 households, including 9,386 IDP and/or returnee households. Nearly 11% of laborers under Component 2 labor intensive works activities are women. Social grant cash and in-kind distribution under Component 3 (Social Grants for Women and the Most Vulnerable in Rural and Urban Areas) has been completed successfully with 5,945 rural communities and 516 urban project sites completing their distribution by August 2024. 122,450 vulnerable households (122.5 percent of PDO target) having received social grants of which 70,058 (57%) are female-headed, 49,007 (40%) have persons with disabilities, and the remaining 3% are headed by drug-addicted persons. Implementation of Component 4 (Strengthening Community Institutions for Inclusive Service Delivery especially for Women) under Parent CRLP is complete. Women’s well-being training sessions have been completed in 100% of the targeted rural and urban communities with 602,465 trainees of which 54.5% are women. Following Component 4 trainings, communities have established grain banks and kitchen gardens in 88% and 68% of rural communities, respectively. 5.
