PROJECT STATUS AND RATIONALE FOR RESTRUCTURING Background 1. The Economic Opportunities Program (EOP), financed by the World Bank, became effective on April 22, 2019 and its Program Development Objective (PDO) is ‘to provide economic opportunities for Ethiopians and Refugees in an environmentally and socially sustainable way’. The program defines economic opportunities as rights to work in wage-earning employment or the right to engage in self-employment and commercial activities in accordance with applicable legislation. A hybrid Program for Results (PforR)/Investment Project Financing (IPF) operation was chosen to address the mix of policy actions, investment activity, and technical assistance needed to achieve the desired outcomes. The key results envisioned through the program are i) Employability and improved labor market outcomes for refugees who can work formally; ii) Economic opportunities created for Ethiopians through investment attraction, links established between international buyers and local suppliers and improved Public Employment Services (PES); and iii) Improved labor productivity, quality of jobs and Environment and Social compliance in the manufacturing sector through the introduction of measures to track labor standards and working conditions. The activities supported by the PforR constitute the boundary of the Program and have been selected based on the World Bank Group’s strengths and ongoing development operations. 2. EOP has disbursed $134.76 of its $239.11m in financing commitments. The EOP was originally supported by an IDA credit of $202m equivalent and co-financing of $87.5m equivalent from the “Increasing Economic Opportunities for Ethiopians and Refugees” Multi-Donor Trust Fund provided by the Foreign, Commonwealth and Development Office (FCDO). After successive cancellations and additions of funds, the amount available from the trust funding to the Program is reduced to US$37.1m. Disbursement stands at 56% of IDA funds and 75% of trust funding. 3. This is the fourth restructuring of EOP. The Program was first restructured on September 5, 2019 to reallocate unused funding in the Program Financing Agreement from the Project Preparation Advance (PPA). The second restructuring was approved on June 23, 2023 to amend the Grant and Administrative Agreements for the partial cancellation of the FCDO financing to the Program. The third restructuring was approved on 18 April 2024 to revise the timeline of DLRs and changes in the PAPs and the Results Framework agreed at MTR to align with emerging realities. 4. The cancellation of FCDO funding has substantially impacted the EOP’s budget. On April 2, 2021, FCDO formally notified the World Bank and the Government of Ethiopia of its intention to cancel its contributions to the Multi-Donor Trust Fund due to reasons internal to FCDO. FCDO cancelled funding to the Program amounting to US$ 53 million, significantly reducing the financing available for the overall program including the financing for the IPF component. To fill partially the resulting financing gap, the task team mobilized US$ 12 million from the Prospects Program via the Global Trust Fund for Forced Displacement (TF C1543) and added it to the EOP’s commitments with an additional Grant Agreement signed with the Government. 5. The program has made significant progress in the implementation of the DLRs and the technical assistance. The Government has expedited the achievement of results delayed as a result of the multiple factors compounded by COVID 19, conflict and cancellation of funding since second half of 2023. The Government Page 1 The World Bank Ethiopia Economic Opportunities Program (P163829) has submitted verification report for partial results achieved in 2022 and 2023 which is currently awaiting WB confirmation. Another verification report for DLR 1.2/1.3 is expected to be submitted by the GOE by October 25, 2024, for the WB review and confirmation. It is estimated that confirmation of these results will trigger a disbursement of about US$ 18 million before the end of November 2024. Fiduciary requirements have been complied with and there is no outstanding audit report for the program. The Program is scheduled to close on 31 December 2024. 6. The rationale for this restructuring is to extend the closing date of TF C1543 to align with the Program closing date of December 31, 2024. This extension allows disbursement for achievement of DLR 1.2/1.3 for which the Government is expected to submit a revised final verification report by October 25, 2024. It will also cover the PCU staff cost and the technical assistance for implementing agencies of the program which are fully funded by this trust fund. This restructuring will align the closing date of the Trust Fund with the closing date of the program. The Program’s closing date remains December 31st 2024. This restructuring is a Level II restructuring. II. DESCRIPTION OF PROPOSED CHANGES 7.
