KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions On September 27, the project has achieved a 17% disbursement rate (US$47 million) and committed 33.6% (US$94.1 million). However, only 65% of the 2024 fiscal year planification was disbursed (US$19.6 million) . In order to meet the 2025 fiscal year target of US$54 million (representing 22.5% of the remaining undisbursed funds), the PIU must focus on lifting the disbursement condition tied to the environmental and social audit of BCI works. This is critical to initiating US$27 million in drainage works in the Mbao watershed. Addressing DCMP approval delays on the contract financed by the NFD is also necessary, to lunch crucial urban management studies from component 1. The importance of approving the drainage maintenance roadmap (which is a legal covenant) cannot be emphasized enough as it will allow ONAS to proceed with investments planned under Component 2. Project performance remains moderately satisfactory, despite the progress made since the last mission. These include: (i) The launch of the Urban planning document study for Bambilor/Jaxay (PUD-PGRI-PDD) financed by the bank after a 24 months delay, ii) Reinforcement works nearing completion, with 100% of secondary collectors and over 85% of roads completed; (iii) the launch of design studies for the Lac Rose watershed; (iv) the launch of drainage works at Keur Massar Nord (MB3.5); (v) the finalization of the BCI emergency works which was handed over mid-September (vi) the success of the flood risk management and resilience information strategy which benefited 62,553 people and (vii) the 18 Community Investment Projects (CIPs) completed with 13 currently being finalized. PDO Indicators related to the surface area of zones protected from recurrent flooding reached 751 ha, or 63% of this year's target of 1174 ha. The yearly target for direct beneficiaries has already been reached, with 128,521 beneficiaries, i.e. 110% of this year's target . Maintenance work on drainage networks has been 100% completed, and the emergency pumping mechanism for flood risk management in areas undergoing works or future works has been set up and has efficiently protected the population within the project's intervention zones, despite the current heavy rainy season. 5.
