KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The project continues to make progress in the implementation of the activities, though with some delays. The members of the ARMD’s regulatory board were appointed in April 2024, a key milestone for operationalization of the regulator. The conversion and issuance of licenses by the regulator is now a priority. The World Bank continues to encourage the Government to rapidly conduct the pilot for pre-purchase of broadband capacity for public institutions, and to initiate digital skills trainings for the private sector as a priority. 5.
