KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Since the start of hostilities in the Gaza Strip on October 8, 2024, the operation of the NGWMF has been suspended. The NGWMF area is one of the most affected by the conflict, and access to the plant or other associated facilities is not feasible under the current circumstances. The World Bank is working closely with the Palestinian Water Authority to monitor the situation on the ground and is preparing the plan for the emergency response and longer-term reconstruction efforts which will be implemented when conditions on the ground permit. 5.
