KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Significant progress has been made in project implementation since the last Implementation Support Mission (ISM). Restrictions have been lifted on Niger, and the program is finalizing a series of contracts, with the expectation that the PRAPS 2/Niger will quickly accelerate implementation in coming months. In most countries and regional coordination (CILSS), implementation is going well for Component 1 (Animal health improvement and veterinary medicine control) for which IP was rated Satisfactory (S). However, many of the participating countries are experiencing implementation challenges for Component 2 (Sustainable landscape management and governance enhancement), Component 3 (Livestock value chain improvement) and Component 4 (Social and economic inclusion improvement, women, and youth) and the IPs for these components were rated Moderately Satisfactory (MS). As of June 30, 2024, average physical implementation rate of 2024 AWPB stood at 27 % The breakdown by country is as follows: Burkina (40.01%), Chad (53.58%), Mali (28.28%), Mauritania (32.0%), Niger (23.0%), Senegal (43.0%) and CILSS (39.0%). Average financial implementation rate stood at 25.65%. The breakdown by country is as follows: Burkina (42.45%), Chad (21.61%), Mali (26.75%), Mauritania (15.0%), Niger (6.4%), Senegal (28.0%) and CILSS (21.0%). Overall disbursement rate stood at 27 %. Burkina Faso: The national context remains marked by insecurity in some of the project implementation areas, which adversely impacts the implementation of project's activities. The vaccination coverage rate for Contagious Bovine Pleuropneumonia (CBPP) was 21% against a 2024 target of 60% and an end-of-project target of 90%. The number of small ruminants vaccinated and marked against Peste des Petits Ruminants (PPR) was 8.8 million against a 2024 target of 21.7 million and an end-of-project target of 48.8 million. The area of land under sustainable landscape management practices was 12,700 ha against a 2024 target of 300,000 ha and an end-of-project target of 500,000 ha. As for the increase in the income of pastoral households generated by the project's support, surveys are scheduled to provide information on this indicator. Mali: The vaccination coverage rate for Contagious Bovine Pleuropneumonia (CBPP) was 64.36% against a 2024 target of 75% and an end-of-project target of 95%. The number of small ruminants vaccinated and marked against PPR is 2.6 million against a 2024 target of 18.6 million and an end-of-project target of 81.3 million. The area of land under sustainable landscape management practices is 543,350 ha against a 2024 target of 880,000 ha and an end- of-project target of 1,500,000 ha. Mauritania: To date, the vaccination coverage rate against contagious bovine pleuropneumonia (CBPP) stands at 89.11.6% against a target of 90%, which was expected by the end of 2024. However, the cumulative number of small ruminants vaccinated and marked against peste des petits ruminants (PPR) remains at 6.42 million against a target of 14 million which was expected by the end of 2024. Niger: After delays related to the July 2023 coup, Niger is making progress in project implementation. Of the four indicators related to the project development objectives, only the indicator "Area of land under sustainable landscape management practice" was achieved, with 696 hectares against a target of 350 hectares in 2024. The CBPP vaccination coverage rate is 46.8% against a target of 80% in 2024. The number of small ruminants vaccinated and labelled against PPR is 32.5 million against a target of 37 million in 2024. Senegal: The vaccination coverage rate for CBPP was 57% (2024 target of 85%) and a final target of 95%. The number of small ruminants vaccinated and labelled against PPR was 11.23 million (2024 target of 19.4 million) and a final target of 37.1 million. The area of land under sustainable landscape management practices was 102,616 ha against a 2024 target of 240,000 ha. It should be noted that the Project has been penalized for about three months by the absence of a procurement unit – CPM, following recent institutional changes. Chad: A total of 1.73 million cattle has been vaccinated against CBPP. Regarding the fight against PPR, a total of 21 million small ruminants have been vaccinated, i.e. 100% of the 2024 target with a 100% marking rate. The project has also developed three pastoral charters, marked 200 km of transhumance corridors and construction of 200 km of fire-resistant strips. The mission recommended to the PIU to accelerate procurement processes and take appropriate measures to speed up the construction of infrastructures, especially those related to markets and water. 5. If necessary, these targets and the baseline may be adjusted during the mid-term review of the project to take into consideration the regular revisions of the NSPs and the results achieved at the end of the 2020/2021 campaign (2021 for BF), which will constitute the true baseline for PRAPS-2. It should be noted that for all countries and for both CBPP and PPR, the beneficiaries of the n/n+1 immunization campaign will be counted in the RF in year n+1, except in BF where the campaigns do not straddle 2 calendar years (in BF, the results of year n are therefore counted in the same year). 2) Beneficiaries of infrastructure (water points, markets, slaughter areas, etc.) (C2-C3) 3) Beneficiaries of the training (related to animal husbandry, pastoralism, resource management, but also the more transversal training of C4.1 and C5) 4) Beneficiaries of economic (C3.3) and social (C4.3) sub-projects. To partially avoid double-counting, Groups 3) and 4) will be required to mention in their training registration or in this business plan/ IGA proposal if they have benefited from other PRAPS-2 interventions.
