                  KOSOVO: First Fiscal Effectiveness, Competitiveness and Green Growth

            Reinstatement of the Financing Agreement and Extension of the Effectiveness Deadline


                  We refer to the financing agreement dated April 18, 2024 (“Financing Agreement”)
          between the Republic of Kosovo ("Recipient") and International Development Association
          ("Association"), for the above-referenced operation, and to your letter dated September 12, 2024,
          requesting the reinstatement of the Financing Agreement and seeking the extension of its
          effectiveness deadline. The capitalized terms used in this letter and not defined herein shall have
          the meanings ascribed to them in the Financing Agreement.

                 As you are aware, the Financing Agreement has terminated pursuant to Section 10.04 of
          the applicable General Conditions as, under Section 5.02 of the Financing Agreement, the
          Financing Agreement was not declared effective by the Effectiveness Deadline (August 16,
          2024).

                  We are pleased to inform you that the Association concurs with your request and
          accordingly, the Association agrees to: (a) reinstate the Financing Agreement as of its original
          date of signature of April 18, 2024; and (ii) establish November 15, 2024 as the later Effectiveness
          Deadline for the purpose of Section 10.04 of the applicable General Conditions.

                 Please confirm your agreement to the foregoing, on behalf of the Recipient, by signing
          and dating the two originals of this letter, retaining one original for your records and returning the
          other original to the Association. Upon receipt by the Association of the original of this letter
          countersigned by you, this letter will become effective as of the date of the countersignature.
