KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Progress towards achievement of the Project Development Objective (PDO) is on track, with all PDO indicators (6) having met the target. A total of 1,222 km of road receiving routine maintenance (PBC) has been completed in six project provinces. All 11 contracts (1,574 km) planned for the second three-year (2023 – 2025) PBC have been awarded and contractors mobilized with work progress at round 12 -74% completion. For National Road 13 South (NR13S), roadworks has been completed and now entering the operation and maintenance (O&M) phase. The Technical Assistance (TA) and institutional strengthening activities are progressing and almost completed. All sectoral planning tools developed and institutionalized, and it is now the time to focus on the utilization/piloting them. There remains a need to address and improve on counterpart funding, overloading control, and road safety implementation. 5. Achieving the vision of reducing road fatalities by half in 2030 is challenging due to lack of resources and weak enforcement, which is why it receives high-level attention. A special instruction will be issued to enable traffic police to exercise their traffic safety enforcement mandate across the country. The Government also requests development partners to give priority to road safety issues.
