KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The project was approved by the Regional Vice President on June 13, 2024, and the signing took place on September 4, 2024. With close support from the World Bank, the Ministry of Health (MOH) has been working on (i) fulfilling the project effectiveness condition, (ii) finalizing the Project Implementation Manual (PIM) which is a legal covenant, (iii) preparing for the official project launch, and (iv) advancing procurement arrangement. 4.2 MPA Program Development Objective Original MPA Program Development Objective (Approved as part of (Seq. ) package on ) Current MPA Program Development Objective (Approved as part of (Seq. ) package on ) 4.3 Multiphase Programmatic Approach (MPA) Status (Public Disclosure) The AFE MPA Program was approved by the World Bank's Board of Executive Directors on September 29, 2023. As of September 4, 2024, a total of eight countries and two regional operations have been approved under the MPA, with six additional countries expected to be approved during the 2025 and 2026 fiscal years. Thus far, six projects have become effective (i.e. Burundi, Ethiopia, STP, IGAD, ECSA-HC). Additional Financing of US$500,000 million was also approved in March 2024, paving the way for inclusion of additional countries in subsequent phases of the Program. The Annual Work Plans for all five entities—under Phase 1 of the Program—have been developed, reviewed by the World Bank, and endorsed by the Regional Advisory Committee (RAC). Implementation has commenced in ECSA HC, Ethiopia, IGAD, and STP with a total of US$36.16 million already disbursed from Phase 1 (P180127). Within the next six months, effectiveness is expected to be completed for DRC, Kenya, Malawi, Rwanda, and Zambia, and implementation to commence. 5.
