KEY ISSUES & STATUS Sep 15, 2024 Page 1 of 9 The World Bank Implementation Status & Results Report Solar Energy and Access Project (P166785) 4.1 Implementation Status and Key Decisions Under component 1, the mission noted the signing of contracts for technical feasibility studies (APS-APD-DAO) for electrification works through network densification and extension of the national network. For environmental and social assessments, the mission notes the finalization of E&S screening exercises for network densification and extension and requests that the recruitment process for cabinets to prepare the NIES and PARs be launched. The mission notes the restructuring for which a request was pending, pertaining to sub- component 1.3, with a view to extending it to the deployment of individual solar systems applicable to domestic, collective and community uses. The mission also requests the acceleration of planned capacity building (sub-component 1.4) and studies on income- generating activities (sub-component 1.5). Under component 2, the mission notes the progress of procurement activities related to the three tender documents: (i) lot 2 of the RNI (Telecoms) did not receive any offers and will have to be relaunched after a review of the DAO criteria, (ii) it is likely that the budget allocation for this work may not be sufficient given that the financial proposals for Lot 1 of the RNI was higher than the initial budget, (iii) the World Bank's no objection provided to the combined evaluation report (technical and financial) for the recruitment of the Consulting Engineer in charge of supervising the works of connecting the Regional Solar Park (PSVR) power plants, of reinforcing the network and of installing and commissioning the battery energy storage units, (iv) Receipt of Bank no objection to the technical evaluation report of construction works of the 225kV connection (operated in 90kV) of the Konean solar power plant to the existing KAYA substation (02 lots), (v) the submission of the technical evaluation report of the technical offers for the construction works of the 132kV double circuit connection of the Kouritenga solar power plant in arterial cut-off on the Zano de KOUPELA line (02 lots), (vii) the signing of the contract for the realization of the NIES/PAR for the 33KV Kodéni-Bobo underground distribution line. Under component 3: The following points were discussed: (i) sub-component 3.1 - the consultant has transmitted the inception report and the technical notes for the conduct of the auction in two phases. A workshop/working session will be convened with key stakeholders to review documents for the tendering; (ii) the restructuring of sub-component 3.2, once a request is received will expand the use of GIF resources to also include the PSVR (parc solaire volet regionale), and to remove the reimbursable condition of the GIF grant, thereby converting the GIF funding to a full 100% grant.
