KEY ISSUES & STATUS 3.1 Implementation Status and Key Decisions The Crisis Resilient Social Protection Program became effective on March 29, 2021. It was a 4-year, $600 million Program for Results operation, which included a $5 million Technical Assistance component. The program has three (3) result areas focusing on; a) Building a crisis resilient delivery system; b) Establishing a Hybrid Social Protection (SP) system for resilience of poor against future crisis; c) Protecting human capital through demand-side education and health initiatives for children. An Additional Financing (AF) of $400 million was added to the Program which became effective on June 25, 2024. The AF was built around the same components as in the parent Program. Under Result Area 1, the AF results support; (a) adoption of recertification protocols to ensure predictability in program exit and entry for BISP programs May 26, 2025 Page 1 of 24 The World Bank Implementation Status & Results Report Pakistan Crisis-Resilient Social Protection (CRISP) (P174484) during future recertifications; (b) institutionalization of an indexation mechanism for the base cash transfer program (Kafaalat) benefits to prevent erosion in purchasing power and to protect against the impacts of impending economic reforms; (c) extension/expansion of MELA and program touchpoints from Tehsil to Union Council level; (d) adoption of NSER as the agreed targeting mechanism nation-wide and development of a technology-supported mechanism to facilitate its use by other programs. Under Result Area 3, the AF actions support; (a) measures to correct the current overlap of federal and provincial CCT programs and to prevent future overlap, including gradual takeover by the provinces of Punjab and Sindh of the federal health and nutrition focused CCT. The recent implementation support mission (ISM) noted continued good progress towards achievement of most results. However, the launch of the Hybrid Social Protection scheme and the beneficiary-centric payment system require close attention by the government to avoid further delays. 4.
