26-Aug-2024 __________________ Mr. Mahinda Siriwardana Secretary to the Treasury Ministry of Finance The Secretariat Colombo 1 Dear Mr. Mahinda Siriwardana Sri Lanka Climate Resilience Multiphase Programmatic Approach (Loan No. 8996-LK) Corrigendum We refer to: (a) Loan Agreement dated September 17, 2021 between Democratic Socialist Republic of Sri Lanka (Sri Lanka) and International Bank for Reconstruction and Development (Bank)(Loan Agreement); and (b) Amendment to the Loan Agreement dated May 23, 2023 (Amendment), all for Sri Lanka Climate Resilience Multiphase Programmatic Approach (the Project). It has come to our attention that: (a) disbursement category 2(a) in the withdrawal table in Section III.A of Schedule 2 to the Loan Agreement, as amended through the Amendment, includes goods, works, non-consulting services, consulting services, and Incremental Operating Costs (IOC) under part 2.1 as Eligible Expenditures while (b) the Withdrawal Condition in Section III.B.1(b) of Schedule 2 to the Loan Agreement is limited only to goods and works of part 2.1. This, in turn, has prevented disbursement for the non-consulting services, consulting services, and IOC, which is needed to prepare the social and environmental assessments and the requisite Safeguard Instruments to lift the Withdrawal Condition. We therefore propose to modify the disbursement category 2(a) to split it into categories 2(a) and 2(c) as follows (disbursement category 2(b) remains unchanged from the Amendment). For avoidance of doubt, we have replicated the entire withdrawal table in Section III.A of schedule 2 to the Financing Agreement, as modified, below. Please confirm your acceptance to the foregoing by signing and dating the two originals, retaining one original for your records and returning the other original to the Bank.
