PPSD Short Form Template expe 1 Project Overview The Zimbabwe COVID-19 Emergency Response Project (ZCERP) aims to support the Government of Zimbabwe to deploy and manage COVID-19 vaccines and strengthen related health system capacity. It will be co-financed by two grants: an $1.575 million Energy Sector Management Assistance Program (ESMAP) grant and a US$5 million grant from the Health Emergency Preparedness and Response Trust Fund (HEPRTF) The Project Implementing Entity (PIE) will continue to be Cordaid who has played this role from 2011 and has acquired knowledge and experience in Bank processes. The PIE in close collaboration with the MOHCC will hold the overall responsibility for procurement and contract management under the project The project will support the following major procurement: a. HEPRTF: (i) human resources (consultants, subsistence allowances) to support COVID-19 vaccination although the HEPRTF may not be used to finance government salaries and top-ups; (ii) technical assistance for effective risk communication and community engagement using a number of communication channels; (iii) equipment, transport and consumables for vaccination including outreach activities; (iv) PPE in health facilities and vaccination centers; (v) technical assistance for and support for improving epidemiological modeling to guide the COVID response and review and update national plans and costs including the NVDP; (vi) vaccine deployment related waste management training, transport, logistics, and M&E; (vii) commodity logistics and information management systems and information systems to track receipt of commodities and services and monitor adverse effects from immunization and NDVP implementation including access to vaccines b. ESMAP: climate friendly activities which include equipment, goods, minor works, and TA for: (i) cold chain energy generation including direct drive solar refrigerators; (ii) refrigerated vehicles, and (iii) solar for health infrastructure such as installation and maintenance of solar panels in health facilities. Operational Context • Governance aspects The PIE in collaboration with the Recipient shall carry out the Project in accordance with the provisions of the Governance and Accountability Action Plan, containing detailed arrangements and procedures for governance and accountability, including transparency and citizenry participation, and such other arrangements and procedures as shall be required for the effective implementation of the Project • Economic Aspects Zimbabwe is a landlocked and lower-middle-income country with a gross national income per capita of US$1, 390 (Atlas method, 2019 from WDI 2020) and a population of 14.86 million (UN data based on Census 2012 data). Due to climate shocks and challenges in implementing certain reforms, Zimbabwe dealt with economic and humanitarian challenges prior to the COVID-19 pandemic. The prolonged drought from 2019 to 2020, together with Cyclone Idai - the worst cyclone in the country’s history - have strained its economy • Sustainability Aspects Investments in strengthening Zimbabwe’s health system capacity to respond to COVID-19 including vaccination preparedness and deployment will contribute toward reducing negative effects of COVID-19 and stabilizing Zimbabwe’s economy. Vaccination of eligible populations will help prevent new COVID-19 infections and reduce the severity of COVID-19 cases for people who get COVID-19, easing pressures on the health system, access to health and other services, and potentially helping economic recovery. Assistance to enhance COVID-19 response and vaccine deployment including capacity building activities will improve overall health system readiness to respond not only to the COVID-19 pandemic, but other vaccine-preventable diseases and emergencies. 1 COVID-19: Coronavirus Disease 2019 • Technological Aspects Global Financing Facility (GFF) has been providing funds to support TA in health financing, preparation of an early warning system to monitor the drop in utilization of health services and emergency planning in crisis situations, supply chain management assessment of NatPharm, and a feasibility assessment on the use of blockchain technology for commodity tracking. b. Client Capability and PIU Assessment • Experience Cordaid’s procurement department is currently staffed with one Procurement Officer and a Logistics and Stores Officer. The PIE is in the process of hiring a procurement and logistics assistant. They have good knowledge and experience with the World Bank’s procurement regulations and the STEP system. • Need for hands-on support Through Hands-on Enhanced Implementation Support (HEIS) and having the option of using Bank Facilitated Procurement (BFP), the World Bank will continue to work with the GOZ to contribute to just- in-time technical support on procurement of medical equipment and supplies needed for the immediate COVID-19 response because of the high demand from several countries. The global pandemic supply chain network, of which the World Bank is a co-convener has identified the list of medical products essential to the response. The World Bank will use this list as a reference to work with MOHCC to review its proposed list for project financing. Moreover, essential goods and supplies are expected to be procured with project financing through UN Agency Contracts to be agreed between the MOHCC, PIE, and UN agencies such as UNDP, which are engaged in direct discussions with global suppliers. • Contract management capability and capacity The Cordaid procurement staff had procured and managed mainly low value contracts and has started to manage some high value contracts financed by the World Bank. However, they are challenged in some cases by the supply chain shrinkage, limited market access due to advance orders by other countries due to the COVID-19 context mainly for the procurement of some goods. The Procurement Risk is rated as Moderate. To mitigate risks, the World Bank’s procurement implementation support will include: (i) providing required support and training to any Cordaid staff who will be involved in procurement; (ii) monitoring procurement progress against the detailed Procurement Plan; and (iii) ensuring regular supervision missions. • Complaints management and dispute resolution systems The public will be made aware of the existence of the Grievance Redress Mechanism (GRM), including available complaint channels, uptake locations, resolution process and options of appealing if complainants are not satisfied with the outcome of the resolution. The project will also develop a record management system to document complaints received and resolved. Staff in the call center will be trained on handling complaints related to vaccines. The public will also have the option of registering complaints on the vaccination process as they visit health centers. This information will be captured by the health workers and included in the Adverse Event Following Immunization (AEFI) surveillance (AEFI) which will be investigated using appropriate health channels Key Conclusions The Procurement Risk is rated as Moderate. Market Analysis • Market sector dynamics They are challenges in some cases by the supply chain shrinkage, limited market access due to advance orders by other countries due to the COVID-19 context mainly for the procurement of some goods. • Financial The COVID-19 outbreak further undermined gains made in service delivery that had started to decline around mid-2019 due to inflation and climatic shocks. As mentioned in the preceding section, economic and climatic shocks, and Cyclone Idai contributed to increasing inflation and foreign currency shortages • Procurement trends There are significant disruptions in the usual supply chains for medical consumables and equipment for COVID-19 response, therefore the World Bank will continue to provide BFP support, at GOZ’s request. The country may be constrained in purchasing critically needed supplies and materials due to a disruption in the supply chain, especially for PPE. As requested by the Recipient, similar to what is being done under HSDSP AF V, the World Bank may also provide proactive assistance in accessing existing supply chains through BFP under HEIS.
