Component 3: Project Delivery, Institutional and Human Resource Development This Environmental Social Management Plan (ESMP) is prepared in accordance with the Railway Improvement and Safety for Egypt Project (RISE) project Environmental and Social Assessment (ESA)1, including the Environmental and Social Management Framework (ESMF) for Component 2 requirements. Component 2 of the RISE project include rehabilitation of a number of train stations. The main objective of the ESMP is to assess the environmental and social INTRODUCTION impacts of the rehabilitation of Kafr Al- Dawar station (during construction and operation phases) and to propose mitigation measures to mitigate the impacts associated with the rehabilitation process. The scope of the ESMP includes the Rehabilitation of the Railway station in Kafr Al- Dawar in Beheira governorate. The project is expected to improve personal safety and provide better pedestrian accessibility to the station. The scope of the ESMP include the rehabilitation of the station includes renovation and maintenance for the current station building, including for example maintenance of toilets, painting, building sidewalk ramps to accommodate wheelchairs, installing signs, plumping works, changing tiles, etc. The rehabilitation of the station will need about 8- SCOPE OF THE ESMP 10 workers per day. Workers are expected to be hired locally. Few equipment and construction materials will be needed and will be stored within the station. The average annual rainfall rate is low, averaging at about 99.6 mm per year. The region is characterized by hot weather in summer and medium in winter, where the Climate highest average daily temperature recorded in August is 35 oC and the lowest in January is 7oC. The annual average wind speed is 4.2 knot/hr; therefore the average wind speed is considered a bit low which kind of leads to the accumulation of air pollutants in the governorate. The ambient air quality is within normal range in the area and the land use around the station Air quality is mainly residential and commercial shops. The works will be within the station premises. No additional land for the work is needed to Land rehabilitate the existing station No protected areas or endangered species (there is no critical or high biodiversity values that Biodiversity might be affected) in the vicinity of the sites. The sites adjacent areas do not include any historical or cultural sites, except one mosque inside ENVIRONMENTAL AND Culture heritage station which is not going to be impacted by the project. Also it should be noted that the station SOCIAL BASELINE building is not historical as defined by the national laws of ESS8. CONDITIONS The station is surrounded with residential areas and commercial shops from the all directions North: residential areas and Mohammedia Canal is 500 meters away; East: Level crossing before the station; Surroundings West: Railway track and car bridge and South: Residential buildings, commercial shops and the civil registry is 20 meters away The project area of influence will be temporary limited to the station footprint, and will not impact external surroundings There is an empty space of about 1,000 meters when entering from the main entrance to the station, but it cannot be used as a parking space because the entrance has stairs and is crowded Traffic from the outside with the market and shops. management Therefore, station visitors use the rear entrance to the station to park their cars next to the station from the outside Information signs installed inside the station, determine alternative access methods in emergencies cases. Examples of the mitigation measures include 1) preparing and KEY MITIGATION MEASURES implementing appropriate Environmental, Social and Health and safety plans including OHS plan, Waste management plan and community health and safety plan; 2) signing code of conduct; 3) receiving regular trainings on occupational and community health and safety; 4) regular inspections of sites and documentation, including attendance sheets and ID cards. 4 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) The contractor will be responsible for the implementation of mitigation measures and ENR will be responsible for the supervision and monitoring of implementation of those mitigation actions. Two modalities of consultations were carried out for this sub-project. Focus Group discussions and interviews were conducted with 17 station staff (2 women and 15 men), 26 station users (10 women and 16 men) and 13 community members (5 women and 8 men) to discuss the impact of the improvements to be made and the services they would STAKEHOLDER like to add within the station during the rehabilitation period. Additional interviews were conducted with 8 shop ENGAGEMENT RESULTS owners from the surrounding area of the station (3 women and 5 men). The total of stakeholders engaged is 44 men and 20 women as well as 3 persons with disabilities to have their views and concerns of potential impacts during implementation. Finally, satisfaction surveys to gather opinions and satisfaction of rails users of the Kafr Al- Dawar station were filled out for a number of interviewees, which included 12 women and 18 men (provided as annex 1). In this process, the station manager and site engineer are the point of contact for taking calls and handling complaints at the local level. Contact details (their phone numbers) will be available on the project identification board at the GRIEVANCE MECHANISM entrance to the construction sites and complaint boxes will be installed in the site. Thus, community members can submit their complaints to 1) Kafr Al- Dawar station manager 2) the Governmental Complaint Portal http://www.shakwa.eg/ or 3) the hotline 15047. 5 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) 1 Project Description. 1.1 Introduction - RISE Project Components The RISE project includes the following components: Component 1: Improvement of safety and operational efficiency on the entire railway line Alexandria – Cairo – Nag Hammadi, including: - Finalization of the signaling modernization works started by the ENRRP and rolled over to RISE, and - Addition of the modernization of the missing section Cairo - Giza – Beni Suef. Component 2: Introduction of a safe asset management system and station improvements to improve personal safety, within the same segments of the railway network. - Carrying out of number of safety improvement works at stations, tracks, crossroads, and on locomotives, including (a) upgrading critical infrastructure in railway stations so as to improve the safety of all rail users such as: physical improvements to platforms, station buildings and their environs; operationalization of separate, well-lit, stocked and secure toilets; improving existing surveillance systems; and improving reporting and enforcement mechanisms, all designed to improve the safety of all rail users. Activity (a) is the focus of this ESMP. - Implementing priority activities under the Stakeholder Engagement Plan with a view to strengthening stakeholder engagement Component 3: Project Delivery, Institutional and Human Resource Development Component 2 and sub-project related details: The objective of component 2 is achieving a holistic safety management system as well as instilling a safety-first culture throughout ENR. Rehabilitation of stations related activities aim to improve the safety of travelers via enhanced safety performance of railways based on improved diagnosis of rail operations, improved infrastructure to address accessibility and safety concerns that affect women and people with disability disproportionately, and to improve the safety culture geared towards user safety by launching awareness programs and initiatives. This component will fund the rehabilitation of a number of train stations to improve safety and customer satisfaction. Rehabilitating stations require an ESMP to be prepared and implemented to mitigate the E&S risks associated with the rehabilitation process, according to the ESMF chapter in the ESA's RISE project. The scope of this ESMP is covering the rehabilitation of one station which is Kafr Al- Dawar station. The Station is located in kilometer 181 on the Cairo/ Alexandria line, Beheira Governorate, Egypt. 6 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) This environmental and social management plan (ESMP) covers the activities of the rehabilitation of Kafr Al- Dawar station under component 2 of the railways improvement and safety for Egypt project (RISE). It is based on the RISE environmental and social management framework (ESMF), which was developed following the World Bank (WB) environmental and social framework (ESF) and is part of the environmental and social assessment (ESA). It covers the environmental and social impacts and risks that may arise from the Kafr Al- Dawar station related activities during construction and operation. This ESMP includes the mitigation and management of these environmental, social, and occupational health and safety (OHS) risks and impacts. The station is serving Kafr Al- Dawar village and small satellite villages around it. The station is the central station (serving one line from Cairo to Alexandria). This station serves passengers only, no freights. Around 3000 passengers are using the staion daily (2000 men, 1000 women). The station is surrounded by a wall on both sides, about 200 m long and 3 m high. The station consists of only one building consisting of fifteen offices, a restroom for women, three toilets, a mosque (that also are used as rest houses for railway users to wait for the trains) and 4 platforms., as provided in the below figure: 7 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) Figure 1 Kafr Al- Dawar Railway station Representatives of the General Department of Environment (GDE) visited the station on January 14, 2024 to collect the baseline date. The current station features identified during site visit include: ▪ Access to the toilets, which are located at the station entrance. There are 1 female and 2 male toilets, yet they need some maintenance enhancements, such as changing some sinks, faucets, and drainage pipes. ▪ Inaccessibility to wheelchairs, deteriorated ramps (the station has 3 entrances, 1 main entrance and 2 side entrances, and there are two ramps at the side entrances to the station). ▪ Platform pavement conditions varied from good to poor ▪ The pedestrian bridge is in good condition, however not accessible to people of reduced mobility (people with a disability, pregnant, seniors) ▪ Inconsistent line demarcation of platform (line beyond which no traveler should go until train is parked-this is the “yellow line”) ▪ There are some signs inside the station such as the signs on the bathrooms and offices ▪ There are 3 kiosks on the station platforms. ▪ The station has a fire alarm and an emergency exit. ▪ The station is well-lit, yet there are some non-functioning light bulbs and areas where the lighting can be increased. ▪ The station has a contract with a licensed company specialized in collecting and transporting hazardous waste. Works planned for the rehabilitation Kafr Al- Dawar railway station will include: No station and passenger capacity expansion is expected following the rehabilitation. - Rehabilitating the available pedestrian ramps as well as building a new ramp at the main entrance to the station for people with disabilities to improve accessibility. 8 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) - Adding a gate with a net width of no less than one meter in front of the new ramp that will be constructed at the main entrance to the station for people with disabilities for people with disabilities. - Adding special signs for people with disabilities to clarify the path of entry and movement within the station. - Toilets rehabilitation and plumbing works such as changing pipes, installing new devices, reviewing sewage works, changing sanitary tools, and comprehensive maintenance of plumbing works. During operation, the General Administration for Facilities Maintenance in the Central Region is notified in the event of maintenance malfunctions. - Rehabilitating the 3 toilets on the platform, and 2 of these toilets (one for males and one for females) will be allocated for people with disabilities. - Raising the efficacy of (floors - walls - doors and windows - stairs - paints for fences). - Raising the efficacy of the station building, and no buildings nor kiosks inside the station building will be removed during the station rehabilitation stage. - Raising the efficacy of the platforms by rehabilitating seats and improving lighting. - Repairing entrance and exit stairs (Provide handrails on stairs and tactile strips within the building, at least before and after a flight of steps). - Kafr Al- Dawar station is very small, consisting of only one floor, and has a pedestrian bridge to facilitate movement between platforms. Persons with disability can move from a platform to the other through the ramps at the end of the platform. - Installing sidewalk signs and offices (Provide large, high-contrast signs and maps and Information on train line number, direction, and route in both visual and auditory formats). - Installation of surveillance equipment such as security cameras, alert system at the main entrance and on the lighting columns within the station. - Provide danger signage, including platform edge “yellow line” (installing tactile yellow lines). - Add signs on how to use fire extinguishers. Ensure emergency exits are clear and visible. - Provide mobile ramps to facilitate getting on and off the train. - Provide training to all staff working in the station, including staff hired by outsourced companies (e.g., cleaning company) especially those in contact with passengers, on accessibility and on gender-based violence to be able to provide support and assistance to those who need it all over the station from entering the parking lot to riding the train. Additional training will also include sorting at source, disposal of hazardous materials, energy efficiency, fire extinguishers usage. - Led light bulbs will be used in the station to consider energy efficiency. - Provide LED headlamp with station guard to guide passengers during the night and also in case of power cuts. - Window shading will be added to minimize temperature changes affected by the outside. - Bins in the stations will be added to segregate waste at source: organic and non-organic. As per the recommendation of the consultation activities, the following will be added: - Provide adequate number of seating on the platform. - Allocating bathrooms for people with disabilities. - Provide wheelchairs and access of transportation between platforms. Given the scope of the work, no construction camp is expected. The project activities will include generation and handling of waste. If not managed properly, activities will negatively impact environmental receptors. ESS1 is relevant to this project due to the environmental and social risks and impacts associated with the activities as detailed in the following sections. ESS 2: Labor and Working Conditions This ESS discusses the worker-management relationship. It aims to promote the fair treatment and equal opportunities of workers without any discrimination in order to comply with the national employment and labor laws to protect workers (including vulnerable categories such as children, workers engaged via third party and workers in the supply chain) and to avoid the use of forced labor in order to promote safe working conditions. Project activities will involve employment of labor. The nature of activities will involve general construction and associated health and safety risks and hazards. The project will involve typical construction activities. ESS2 is relevant to this proposed project due to the need for workers and health and safety impacts associated with the nature of project activities as well as the other risk related to the hiring procedures and the labor working conditions which are all addressed under the developed LMP. ESS 3: Resource Efficiency and Pollution Prevention and Management This ESS aims to protect the human health and protect the environment by minimizing the pollution that occurs from different project activities. This can be achieved by promoting the use of sustainable resources of energy and water; and reducing the air pollutants and GHG emissions. ESS3 is relevant to this project due to activities involving consumption of resources and generation of pollution during the Construction activities as provided in the following sections. ESS4: Community Health and Safety This ESS aims at avoiding the negative impacts on health and safety of the affected communities throughout the whole project cycle. This has to be done in accordance with relevant human rights principles in order to avoid or minimize any harmful effects or risks that may occur affecting the affected communities. ESS4 is relevant to this project due to possible risks and impacts on the community health and safety from project activities as provided in the following sections. ESS 10: Stakeholder Engagement and Information Disclosure This ESS discusses the importance of open and transparent engagement between for the project stakeholders as an essential element of good international practice. Effective engagement of stakeholders can improve the environmental and social sustainability of projects, enhance project acceptance, and make a significant contribution to successful project design and implementation. ESS10 is relevant to this project due to the involvement of various stakeholders. 13 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) 3 Environmental and Social Baseline conditions. This section portrays the existing situation from the perspective of the environment and the social aspects. Details on the station depend on actual site visits that were conducted to assess the current status of the existing Kafr Al- Dawar station where the upgrading works are to be conducted. Environmental and Social Baseline Description Elements In kilometer 181 on the Cairo/Alexandria line, in Beheira Governorate, Egypt. Beheira governorate is situated in the West of Delta region and is bordered in the North by the Mediterranean Sea, in the East by Rosetta Project Location branch, by Alexandria and Matrouh in the West, and by Giza and Menoufia in the South. The station is surrounded with residential areas and commercial shops from the all directions Project North residential areas and Mohammedia Canal is 500 Surroundings meters away East Level crossing before the station West Railway track and car bridge South Residential buildings, commercial shops and the civil registry is 20 meters away Station information Station specificities The station is the central station (serving one line from Cairo to Alexandria). Estimated Number Around 3000 passengers daily (As per the station of passengers daily manager and field observations, the number of males that use the station exceeds the number of females in a ratio of 2:1) Average Number 34 trips/ daily of daily trips Toilets There are separate toilets at station entrance: one dedicated for females and 2 for males. The station is very small, consisting of only one floor, and the toilets are available on the station entrance platform, which can be accessed by one of the existing ramps. Lighting The station is well-lit, yet there are some non- Station data functioning light bulbs and areas where the lighting can be increased. There are 10 columns on each platform with LED lights; distance between each column and the other is 20 meter. Platform The station contains 4 platforms with sufficient and reasonable space; each platform is enough for about 65 rail passengers to wait for the train. There is no information desk, but there is a stationmaster's office, who also announces through audio train arrivals and delays as well as appropriate platforms for train embarkment. Moreover, there is a ticket exchange window to inquire about any information Security and Safety There is a police office in the station. For emergencies, there are currently 12 fire extinguishers in the station, with a distance of 50 meters between each box and the other. Currently, there is no emergency lighting in case of energy cuts during the night to cover the 13 daily night trips (back & return). Cleanliness ENR has a contract with the Integrated Services Company, which is responsible for the cleaning work inside the station Ticketing window There are 4 ticket windows at the station entrance, with train timetables posted next to them. These windows are low and easy to access by a person in a wheelchair Entrance/Exit of There are 3 entrances and exits to the station, but the station and only 2 of them have ramps for access for people with Parking space disabilities. There is an empty space of about 1,000 meters when entering from the main entrance to the station, but it cannot be used as a parking space because the entrance has stairs and is crowded from the outside with markets and shops. Therefore, station visitors use the rear entrance to the station to park their cars next to the station from the outside Shops and/or There are 3 shops (kiosks) on the station platforms cafeteria Accessibility There are wheelchairs at the station to help passengers get to the train, but those wheelchairs cannot be used on the train, and they are not always available or enough. Environmental and Noise The source of noise in the station is mainly the Social Baseline movement of the trains. The surrounding area is mainly residential. The main source of air pollutants is fugitive emissions form the vehicles and trains. The Climate is semi-arid. The average annual rainfall rate is low, averaging at about 99.6 mm per year. The region is characterized by hot weather in summer and medium in winter, where the highest average daily temperature recorded in August is 35oC and the Climate lowest in January is 7oC. The annual average wind speed is 4.2 knot/hr; therefore, the average wind speed is considered a bit low which kind of leads to the accumulation of air pollutants in the governorate. The ambient air quality is within normal range in the Air quality area and the land use around the station is mainly residential. The works will be within the station premises. No Land additional land for the work is needed to rehabilitate the existing station No protected areas or endangered species (there is Biodiversity no critical or high biodiversity values that might be affected) in the vicinity of the sites. The sites adjacent areas do not include any historical Culture heritage or cultural sites except one mosque inside station which is not going to be impacted by the project. Moreover, cases of sexual exploitation of workers, harassment especially in case there are any female workers are also possible. (SEA/SH) Gender-based violence (GBV) The station's rehabilitation process is not expected to affect the movement of trains because these works have nothing to do with the expansion of the Disturbance to level crossings or the renewal of the tracks. As for the disturbance to passengers passengers, it is expected that it will be minor, as work will be carried out gradually inside the station, according to safety procedures, so as not to hinder the movement of passengers. The objective of this visit was to assess the socio-economic baseline of the station, assess the environmental and social impacts of activities and works related to the rehabilitation of the station (during the design and planning, construction and operation phases) and propose mitigation measures to mitigate the impacts and risks associated with the project. Interviews and Focus Group Discussions (FGDs) were conducted with Railway workers, Railway users (both males and females as well as 3 persons with disabilities), shop owners in the station and community members from the surrounding area of the station to have their views and concerns of potential impacts during implementation. Finally, satisfaction questionnaires to gather opinions and satisfaction of rails users of the Kafr Al- Dawar station were filled out for a number of interviewees, 12 women and 18 men (templates of those filled surveys are provided in annex 1). The aim of the consultation activities was to receive feedback from railway users about the project as well as concerns, requirements, and recommendations. The following are the main suggestions coming out of this consultation: 1. Training and awareness - Training staff to deal with the needs of Persons with disabilities - Awareness campaigns to guarantee respect for the rights of Persons with disabilities 6.2 Consultation findings The following table presents all stakeholder engagement activities conducted by the GDE specialists and the key outcomes obtained. Stakeholder Key Outcomes Railway users Both male and female, have made it clear that the train is a major mode of transportation for them. Despite the difficulties they, sometimes, face due to train delays, it is considered the most suitable means of transportation for them, for the following reasons: - The cost of a train ticket is low, suitable for a large number of individuals; school and university students and the elderly - Many girls explained that the train is a safe means of transportation for them, as they can sit on the train without being harassed, as it happens in a microbus or a bus. - Some indicated that the train is suitable as a family transport, given the average cost of transportation for the whole family, In consultation with railway users, we were informed that they want the same services that were previously added at 48 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) Stakeholder Key Outcomes Abu Hommos during the rehabilitation period, the most important of which are: - Provide adequate number of seating on the platform. - Allocating bathrooms for people with disabilities. - Provide wheelchairs and access of transportation between platforms. In addition to a suggestion from some students, which is to increase the number of trains that stop at the station (These findings have already been incorporated into the planned design) Persons with disabilities. During interviews with the 3 persons with disabilities, they indicated that they would like to add a ramp at the main entrance to the station and ensure that there are always wheelchairs in the station for ease of movement. In addition to providing ways for them to move between the station platforms, due to the presence of a pedestrian bridge, and therefore they cannot move between the platforms. (These findings have already been incorporated into the planned design) Railway Workers None of the station workers showed any problems or reported incidents of harassment, and they confirmed that the station is a quiet and clean area, as the station is contracted by the Integrated Services Company. Regarding the station, they acknowledged that the lighting is somewhat good, as there are 10 lighting columns on each platform, the distance between each column and the other is 20 m. Rehabilitation works will include to repair damaged ones and to add additional columns at the entrance of the station. For emergencies, there are currently 12 fireboxes in the station; the distance between each box is 50 meters. National Council for Persons To ensure the accessibility, mobility and comfort of persons with Disabilities with disabilities inside railway stations, NCPwD suggested the following: 1. Training and awareness - Training staff to deal with the needs of Persons with disabilities - Awareness campaigns to guarantee respect for the rights of Persons with disabilities ENR consulted with some railway users to inform them of the results of the consultations that had been carried out before and to add any new suggestions they had, if any, to be taken into consideration before adopting the design, but it turned out that there were no new proposals other than those mentioned before. Following the above consultation findings, ENR will reach out to these NGOs during the station rehabilitation to request their support in training station staff. 6.3 Satisfaction survey 30 Questionnaires with 18 males and 12 females from different age groups (from 14 – 59, with average age 28). Customer service representatives filled the surveys on behalf of respondents to gather the opinions and satisfaction of the users of the Kafr Al- Dawar station and measuring the extent of their perceptions of improving the quality of the station. The survey used a 5-point Likert scale, most participants responded that they were either satisfied or dissatisfied, so this is how the results were reflected. GDE will have the responsibility to follow up bi-weekly with the central level to be able to follow up and handle complaints received through the below channels, as they are under responsibility of Complaints and Customer Service Directorate: • Complaint boxes in all railway stations; • An email address linked to the ENR website (support@enr.gov.eg); • A landline disclosed on the ENR website (+2 02 25748279); • A digital complaint form linked to the website of the Ministry of Transport; • Two telephone lines (01274422925 - 0225753555); • A hotline (15047); • Station manager (01203105900), and • Site engineer (when it is specified). The current practice is that the station manager is responsible for receiving complaints, most of which are resolved verbally due to the station's smallness. However, as part of the project grievances will be documented through the grievance form (Annex 2), and for reporting purposes will be registered in the grievance log (Annex 3) to ensure documentation and follow-up. The grievance log will be shared with ENR GDE on a bi-weekly basis. 53 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) Figure 9: Example of Banner found in project sites Grievance Cycle As part of the RISE implementation, project- level grievances will follow the following cycle. Complainants have the full right to submit their grievance to any of the project-level as well as institutional level channels. 7.2 Grievances’ Tiers Composition Various tiers of grievances will be adopted by the project. The complainant can target his/her complaint to one or more tiers at the same time. Following are the proposed tiers of grievances: • Tier 1: Local level: Contractor and/or site engineer during construction and station Manager during operation • Tier 2: The Social Specialist of the PMU at Headquarters in Cairo • Tier 3: Through the Ministry of Transport website 54 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) All complaints are anticipated to be solved on the site level; however, for those who want to escalate their complaint to a higher level, will also be able to do so as indicated above. Moreover, complainants will also be able to resort to the court, if they desire. One of the project’s functions is to provide aggrieved people with an avenue for amicable settlement without necessarily having to pursue a court case. The aggrieved person has to receive the response to his/her complaint within 10 days. If the grievance mechanism was not properly re-solved, the aggrieved persons are entitled to raise their complaint to higher level. 7.3 Response to Grievances Complaints will be acknowledge receipt within 2 calendar days and responded to complaints, within a maximum of 10 working days. This is also applicable for cases that do not need any corrective action. For complaints that will be resolved in a longer period due to their complexity, the following steps will be considered: - The aggrieved person has to be informed of the proposed corrective measure within a maximum of 10 days. - Implementations of the corrective measure and its follow up have to be communicated to the complainant and recorded in the grievance register. Response will be made either verbally or in writing, in accordance with the preferred method of communication specified by the complainant. 7.2.3 Registration of Complaints The project management will keep a grievance log and grievances and communications received by the PMU Social Specialist will be registered and appropriate documentation of the process will be kept. Proper administration and internal records of stakeholder complaints and communications are essential for transparency and quality of ENR responsiveness and reporting to stakeholders on the resolution of grievances. Comments will be reviewed and taken into account in the project preparation. Report on grievance management will be included as part of the quarter project progress reports and annual grievance management reports will also be prepared. 7.2.4 Confidentiality Individuals who submit their comments or grievances have the right to request anonymity, although this may render the Social Specialist unable to provide feedback on how the grievance is to be addressed. Confidentiality should be declared during the process of disseminating GM information. The aggrieved person can stay anonymous but still reachable by phone number or any channel of communication preferred. 7.2.5 Management of GM During construction and operation phases, grievances in relation to construction activities will be managed by the GDE social officer and the construction contractor(s). 55 Egypt National Railways | General Department of Environment Environmental and Social Management Plan (ESMP) of Rehabilitation of Kafr Al- Dawar station for Railway Improvement and Safety for Egypt Project (RISE) 7.2.6 Monitoring of Grievances All grievances activities should be monitored by the GDE in ENR in order to verify the process. Monitoring will be carried out for the following indicators: 1. Number of monthly received grievances (disaggregated by channel, gender, age); 2. Number of grievances resolved; 3. Number of unresolved complaints; 4. Timeframe for resolving complaints; 5. Number and type of dissemination activities implemented; 6. Number of complainants responded in a satisfactory manner; 7. Timeframe for responding to complaints; 8. Dissemination activities implemented; 9. Level of satisfaction with solutions; 10. Documentation efficiency. Quarterly Grievance Monitoring Report should be developed to keep track of all grievances submitted. The quarterly reports should include an analysis for the above-mentioned indicators. 7.2.7 Disclosure of grievances Grievance channels will be disclosed in the stations at the ticketing window, entrance/exit, information desk and as part of the contractor signages. GBV Grievance mechanism The ENR, in cooperation with the EBRD and National Council for Women, launched the (Railway Safety )السكة امانcampaign on December 1, 2020, which is a campaign to develop awareness against harassment and encourage individuals who use railway services to submit their complaints through the ENR's hotline (15047). Submitted complaints are recorded 1) through customer services who will register the details in a form that was specially prepared for the campaign, and 2) a form designed for complainants to register the details themselves. A limited number of employees work in the ENR customer service (four female employees work from 8 am until 3pm, and then only one employee work from 3pm until 8 am the next morning). In addition, transportation inspectors are present in trains and station entrances to respond to passenger’s complaints. ENR officials also explained that the devices customer service use to receive complaints only enable them to receive one call at a time. This enables them to track all complaints to resolve the complaint or take the necessary measures in a timely manner. REQUIRED CONDUCT ENR’s Personnel shall: 1. Carry out his/her duties competently and diligently. 2. Comply with this Code of Conduct and all applicable laws, regulations and other requirements, including requirements to protect the health, safety and well-being of other ENR’s and any other person. 3. Maintain a safe working environment including by: a. Ensuring that workplaces, machinery, equipment and processes under each person’s control are safe and without risk to health. b. Wearing required personal protective equipment. c. Using appropriate measures relating to chemical, physical and biological substances and agents. and d. Following applicable emergency operating procedures. 4. Report work situations that he/she believes are not safe or healthy and remove himself/herself from a work situation which he/she reasonably believes presents an imminent and serious danger to his/her life or health. 5. Treat other people with respect, and not discriminate against specific groups such as women, people with disabilities, migrant workers or children. 6. Not engage in any form of sexual harassment including unwelcome sexual advances, requests for sexual favours, and other verbal or physical conduct of a sexual nature with other ENR’s. 7. Not engage in Sexual Exploitation, which means any actual or attempted abuse of position of vulnerability, differential power or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. 8. Report violations of this Code of Conduct. and 12. Not retaliate against any person who reports violations of this Code of Conduct, whether to us or the Employer, or who makes use of the grievance mechanism for ENR’s Personnel or the project’s Grievance Redress Mechanism. (1) Examples of sexual exploitation and abuse include, but are not limited to: • ENR’s Personnel tells a member of the community that he/she can get them jobs related to the work site (e.g. cooking and cleaning) in exchange for sex. • ENR’s Personnel that is connecting electricity input to households says that he can connect women headed households to the grid in exchange for sex. • ENR’s Personnel rapes, or otherwise sexually assaults a member of the community. • ENR’s Personnel denies a person access to the Site unless he/she performs a sexual favor. • ENR’s Personnel tells a person applying for employment under the Contract that he/she will only hire him/her if he/she has sex with him/her. (2) Examples of sexual harassment in a work context • ENR’s Personnel comment on the appearance of another Personnel (either positive or negative) and sexual desirability. • When a ENR’s Personnel complains about comments made by another ENR’s Personnel on his/her appearance, the other ENR’s Personnel comment that he/she is “asking for it” because of how he/she dresses. • Unwelcome touching of a ENR’s Personnel or Employer’s Personnel by another ENR’s Personnel. ENR’s Personnel tells another ENR’s Personnel that he/she will get him/her a salary raise, or promotion if he/she sends him/her naked photographs of himself/herself.
