Has the Development Objective been changed since Board Approval of the Project Objective? Yes Current Development Objective (Approved as part of Additional Financing package Seq. 1 on 04-Dec-2023) The project development objective is to strengthen capacity of farmers and their organizations and improve agricultural production. 2. KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Resilient agricultural Livilihood Project (RALP) implementation is progressing well. The project is structured around four main components: (i) Capacity Building in Good Agricultural Practices; (ii) Investment Support for Improved Agricultural Production; (iii) Project Management, Monitoring, and Communication; and (iv) Contingent Emergency Response Components (CERC) in case of a need for emergency response. RALP comprises an original (parent) project with a budget of US$62.5 million alongside Additional Financing of US$30 million. The implementation of the parent project is progressing well, having completed most of the Project activities. As a result, progress towards the Development Objective (DO) and Implementation Progress (IP) is rated Satisfactory. The project development indicators are on tract to reach the Project Development Objective. Production volume of select crops (sorghum, maize, groundnuts) has reached 98 percent of the end of the project target while increased farming area for the targeted crops has exceeded the end of the project target (27 percent against the target of 10 percent). Over 60 percent of the targeted farmers are adopting improved agricultural practices which is 120 percent of the end of project target. Active farmer organizations established or strengthened have achieved 116 percent of the end target. Disbursement of the parent project has reached 97 percent and disbursement of the AF has reached 59.91 percent and the overall disbursement is 82 percent. All components are implemented satisfactorily. Component 1 has progressed well with the formation of 479 farmer’s organizations (FO) under the parent project of which 10 are new FOs. Additional 353 new FOs have also been established under the AF. These farmer’s groups comprise of 24,723 of whom 56.5 percent are females (14,114 farmers under the parent project and 10,609 under the AF). They have received training on group management and dynamics, how to set up of demonstration plots, fish smoking technique, saving and loans. The established groups have been federated into viable cooperatives. To increase the availability of locally produced seeds, 104 seed producer groups including 11 groups established since the last reporti.ng period composed of 3,130 (56 percent female) members have been formed and provided with foundation seeds. In addition, 33,025 ha of land has been improved using good agriculture practices including Climate Smart Agriculture (CSA) to date. Under Component 2, 45,634 farmers were reached with assets and services financed under the Crisis Response Window/ Early Response Financing (CRW/ERF). Under the AF, 11,811 returnees were reached with assets and services while 830 refugees were reached with the same inputs. The project supported 2,918 fishermen with the training on new techniques to increase fish production to take advantage of the excess water and moisture along the Nile River. This is nearly 10 times the intended target as farmers adopted and disseminated the new technologies in their communities. Under the AF, more than 1.2 million of animals were treated and dewormed against priority livestock diseases and parasites during the last six months. the project supported (i) private sector engagement in seed business to enhance local seed sector growth and sustainability. This initiative has increased the production of 12 MT of foundation seeds by private sector using Public-Private Partnership. An additional 139 seed producers were identified to participate in seed fairs and voucher system. The project also supported 353 new market-oriented farmer’s organizations with farm machinery and equipment. Jul 17, 2025 Page 2 of 12 The World Bank Implementation Status & Results Report South Sudan Resilient Agricultural Livelihoods Project (P169120) Under Component 3, the SPCU continued the technical and fiduciary coordination of all project activities to manage the output agreement contract and ministry activities. 5.
