SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank Ibadan Urban Flood Management Project (P130840) All works under First Pool of Long-Term Investment (PLTI1) and Second Pool of Long-Term Investment (PLTI2) are on- going and at different implementation stages. Channelization of Lot C, 3A, 4A and 4B will be fully completed by June 28, 2024, while Lot A and Lot B will not be completed by June 28, 2024. Under Component 1 – Flood Risk Identification, Prevention and Preparedness Measures, the following planning instruments have been prepared: (i) flood risk management and drainage master plan, and (ii) urban masterplan. These instruments are pending formal adoption by the State. A Flood Resilience Strategy is being prepared based on above-mentioned masterplans, and a Solid Waste Management Masterplan is being finalized. A Flood Early Warning System is being established, which includes the rehabilitation of an operation center, 5 Automatic Weather Stations and 11 sirens already supplied and installed, in partnership with the Ministry of Environment and Natural Resources, Nigerian Meteorological Agency (NIMET), Nigeria Hydrological Services Agency (NIHSA), and Oyo State Emergency Management Agency (OYSEMA). Component 2 – Flood Risk Reduction, feasibility studies and detailed design for all planned works have been completed. Supervision of civil works is being provided with quality expertise. The climate resilient rehabilitation works of 37 hydraulic structures (culverts, bridges, and associated approach roads), as well as the rehabilitation of Eleyele dam, have been successfully completed. In addition, 430 km of natural river channels and streams have been dredged. All works under First Pool of Long-Term Investment (PLTI1) and Second Pool of Long-Term Investment (PLTI2) are on-going and at different implementation stages. Under PLTI1, out of the planned 18.4km of channelization, 13.3 km have been completed. Under PLTI2, 13.6 km of channelization have been completed out of 13.9km and out of the 50 planned hydraulic structures 45 have been completed. Component 3 – The Project Implementation Unit (PIU) continues to execute its roles satisfactory with increased collaboration among the units. The task team is working close with the PIU to ensure strong contract management functions, quality submission of documents, and timely review of consultant reports. However, continuous efforts need to be made to increase participation of State Government ministries, departments, and agencies to ensure ownership, sustainability, and long-term impact. The closing date of the project is June 28, 2024, and the state Government has confirmed that all the planned Project activities will not be completed by such date. In view of the foregoing, and in accordance with the provisions of Section 6.01 of the General Conditions applicable to the Financing Agreement, the Association acknowledges that, as of June 10, 2024 (“Cancellation Date”), the amount of US$17 million of the Credit equal to SDR 10,973,500.00 from the amount allocated to the Category (1) set forth in Section IV.A of Schedule 2 to the Financing Agreement.
